any superhuman powers and was actually quite lazy, uninterested in
taking time to do his own job properly. He did carry a cellphone on him
at all times.

History:
(Ghost Rider III#86) - Months after a
battle involving Ghost Rider nearly destroyed Boerum Avenue in the
Bronx, Jim Palmetto and Kirk Eden of Damage Control to assess the
damage done by Ghost Rider. Upon seeing the rubble, Jim suggested they
phone in the rubble and be done with their work, as they were behind
schedule as it was. Kirk quickly reminded Jim about their
responsibilities and announced that they needed to find the
superintendent of the damaged building for a report. When the
superintendent's daughter, Carlie Colon, questioned Kirk and Jim's
authority, Jim commented that it was no wonder New York services didn't
want to deal with the Bronx area, prompting Carlie to grab Jim and
threaten him for taking so long to help her local area. Quickly calming
down, Carlie agreed to help them with their report and Jim fiddled
through Carlie's apartment while Kirk interviewed her. When Jim asked
if Carlie had actually seen Ghost Rider, she replied no and suggested
they visit Luz Santos, who had previously had an encounter with Ghost
Rider. While Kirk interviewed Luz Santos and Juanito Carlito Candido
about Ghost Rider, Jim was told to check with the children in the
courtyard about their experiences. Not gaining much information from
the children, Jim returned and both he and Kirk visited St. Jude's
Church, having been told the former criminal Toother was usually there.
Tired of wasting time interviewing the locals, Jim opted to stay
outside while Kirk interviewed Toother. When Kirk returned to their
Damage Control van, he told Jim that if Ghost Rider could affect people
the way Toother seemed to be affected, he was a real threat and Kirk
then announced that he intended to take steps to keep Ghost Rider from
harming anyone, prompting Jim to ask how long that would take. Shortly
thereafter, a nearby building caught on fire and Kirk yelled for Jim to
call an ambulance. As Jim dialed on his cellphone, Ghost Rider rode his
motorcycle over their heads and the two witnessed Ghost Rider save the
children inside the building. Shocked at what he had seen, Jim asked if
Kirk had just seen that, to which Kirk replied that he had and that he
would now need a closer look before taking any actions against Ghost
Rider.
