Powers/Abilities: The Sloggs are "chronally-challenged." Whether they are actually affected by time differently, and/or affected by local temporal fields, or whether they are just really slow-moving is unclear. They apparently possess the means -- whether via starcraft, teleporters, or other means -- to transport others inter-planetary, if not instellar, distances.
Traits: The Sloggs are patient and willing to help others. Nonetheless, they apparently do not want aliens colonizing their world.
The Sloggs' empire(?) is apparently divided up into nine kingdoms, with a hereditary succession of rulers.
Type: Bilaterally symmetric chelonian bipeds
Eyes: Two (on head; dark blue to purple iris color seen)
Fingers: Three (including opposing thumb)
Toes: Unrevealed; possibly two
Skin color: Light brown
Average height: Approximately 6'? (there is little frame of
reference)
History:
(She-Hulk I#7 (fb) - BTS) - King(?) Clorpo apparently ruled the "nine kingdoms"
until he was succeeded by his son, Friggle.
(She-Hulk I#7 (fb) - BTS) - King(?) Friggle apparently ruled the "nine kingdoms" until he was succeeded by his son, Agmarr.
(She-Hulk I#7 (fb) - BTS) - Agmarr's son Prince Rollo was heir to the "nine kingdoms."
(She-Hulk I#7 (fb) - BTS) - "Recently" (in normal time flow and in relative to the main story), a transport of the hyper-accelerated Bluzz crashed in a valley on Sloggo-Prime. Many generations passed for the Blurzz; by the time the chronally-challenged Sloggs offered to return the Blurzz to their homeworld, the Blurzz had come to consider the valley their holy land and refused to depart.
(She-Hulk I#7) - A trio (or perhaps more) of Sloggs, including Prince Rollo, appeared along with (but in opposition to) a trio (or perhaps more) of Blurzz in the Star Chamber's Cosmic Claims Court, normally run by the Magistrati (for the Living Tribunal), but at the moment presided over by Jen Walters (aka She-Hulk); the Sloggs were presumably trying to have the Blurzz made to leave.
With Jen's leave, Prince Rollo began to introduce himself. As he continued, the hyper-accelerated Blurzz lived through several generations. The descendents of those initially present argued how they had lived in the valley for 83 generations; later Blurzz generations, having experienced centuries of such discussions, and declared war.
(She-Hulk I#7 - BTS) - The Blurzz warred, which led to massive death and destruction and left their valley a burned out crater.
(She-Hulk I#7) - As Rollo completed introducing himself, armor- and visor-wearing Blurzz, announced how they had lost everything in the wars.
As Rollo bade She-Hulk greetings, the Blurzz bade the Sloggs farewell, planning to leave them for a better world...a place of peace and understanding.
Jen Walters declared the case dismissed.
(She-Hulk II#3) - Prince Rollo attended the Time Variance Authority's trial of She-Hulk; at the conclusion, Justice Love sent all of the character witnesses back to their own times with their memories of the trial's events forgotten.

While the idea was cool and fun (it lasted only 6 panels), I have trouble resolving how the Blurzz went to war with the Sloggs...if the Sloggs were so slow to react, how could they have even fought back? Maybe the Blurzz weapons would have been neutralized by time moving slowly around the Sloggs, but the Sloggs would also not reacted in any fashion the Blurzz could appreciate.
