History: (Spectacular Spider-Man II#9) - ESU Ethnic Studies professor Ramon Vasquez joined a student protest over the proposed closing of ESU's night school.  He loudly asked ESU President Dwyer why the school wasn't selling off Abraham Erskine's valuable manuscripts to raise the money.  Dwyer refused, but Vasquez vowed to fight on.  As the protest dispersed, Vasquez told the students they needed to mobilize more support, but in his office that night, Vasquez decided that more drastic action needed to be taken.  He disguised himself as the Hispanic vigilante White Tiger (hoping to give his people a symbol to rally around) and broke into the ESU library.  Knocking a security guard out, he grabbed the manuscript, but was startled by Peter Parker.  As Parker slipped on the marble floor, Vasquez toppled a bookcase on him and escaped, unaware that the criminal Black Hand was also trying to steal the manuscript that night.  Later that night, Vasquez returned to his office to find the real White Tiger waiting for him.  He had tracked him from the library and found the manuscript in his desk, but just as he demanded some answers from the professor, Spider-Man burst in.

(Spectacular Spider-Man II#10) - The Tiger released Vasquez, and he squared off against Spider-Man.  After their fight trashed the professor's office, the Tiger departed, but suggested that Vasquez undo what he had done before the Tiger's return.  Vasquez tried to explain himself to Spider-Man, but the hot-headed web-slinger took off before he could do so.  The professor agonized over his actions, worrying that they could start riots on the campus.  Soon, in front Dwyer and the protesters, Vasquez made a public confession.  He gave the manuscript back to Dwyer, but Dwyer admitted that he had been wrong, as well, and vowed to work with Vasquez to find a way to keep the night school open.

Boy, he whipped up a White Tiger costume (complete with fake amulets) pretty damn fast, huh?  Maybe he was the White Tiger for Halloween that year.
