History:

Arbunkle joined the New York police force and made his way to
lieutenant rank.
(Amazing Spider-Man I#148) - Investigating a
disturbance on the Brooklyn Bridge, where the Jackal, a
hypnotized Gwen Stacy clone and the mercenary Tarantula had gathered,
having just
thrown the chained Spider-Man off one of its towers. Using a bullhorn,
Arbunkle ordered the three to stay there. Instead, Jackal mocked him
and put together a portable jet-pack; all three used it to flee with
the police arriving too late to stop them. Having lost their targets,
Arbunkle and his men used a police boat to apprehend the seemingly
unconscious Spider-Man, who was hanging precariously by his webbing.
One police officer wanted to unmask Spider-Man while still in the boat,
but Arbunkle stopped him, wanting to save the big reveal for the
assembled journalist cameras on the pier. Seeing the police
commissioner there too,
Arbunkle hoped for greater fame and glory showcasing Spider-Man and,
while still in the boat, ordered his men remove the Jackal's chains so
that the wanted vigilante could be put in police handcuffs, emphasizing
good appearances. However, Spider-Man was feigning unconsciousness and
escaped, knocking over police officers as he
did so. Arbunkle grabbed a dropped gun and fired blindly into the
water, hoping to hit Spider-Man, but to no avail. Having lost all
suspects, the angry commissioner blasted the frightened Arbunkle in
front of the cameras, vowing that Arbunkle would be relegated to street
duty for the next 20 years.
