History: (X-Men I#110) - Following the mercenary Warhawk's defeat at the hands of the X-Men, Capt. Delany and a squad of police were summoned to arrest Warhawk. After Warhawk was taken into custody, Capt. Delany remarked how that just about wrapped everything up, with the exception of how a supposed group of students from Xavier's School for Gifted Youngsters were able to defeat the supposedly unstoppable Warhawk. When Scott Summers replied that it was luck, a disbelieving Capt. Delany admitted that he didn't expect a straight answer before departing the School.
(New Mutants I#2) - The now-bespectacled Capt. Delany
was summoned along with other police officers following the New Mutants
battle with Sentinels in a local mall. One of the men taken into
custody in relation to the Sentinel attack, John Ogilvie, repeatedly
confessed that he had summoned the Sentinels and Capt. Delany was
brought over to see what he could make of Ogilvie's confessions. Delany
ordered his men to take Ogilvie downtown but suggested they not book
him until Delany was able to check with Washington on Ogilvie's claims.
Admitting his suspicions that the more he learned about the situation,
the more nasty it would become, Capt. Delany ordered his men to take
Ogilvie when Ogilvie began raving about being a federal agent after
being handcuffed.

While identified other than "captain" in New Mutants
I#2, Uncanny X-Men: Official Index to the Marvel Universe TPB
identifies the captain in the New Mutants story as Capt. Delany. He is
seen with glasses in that story but the story is years after his
original appearance in X-Men I#110 and he was grey-haired then. It's
very possible that over time, Delany's vision worsened and he began
wearing glasses. It's also possible that he simply wasn't wearing them
in X-Men I#110. Unfortunately, the art in X-Men I#110 and his glasses
in New Mutants I#2 prevented a good shot of eyes, making determining
his eye color impossible.
