History:
(Nomad II#9 (fb) - BTS) - When the street urchins known as the
Undergrounders cheated the Pipeline gang out of money, Ebbtide was sent
out to teach the Undergrounders a lesson.
(Nomad II#7) - After tying the Undergrounder known as Rockport under the Santa Monica Pier, Ebbtide asked Rockport's identity and whether he worked with the Undergrounders. When Rockport exclaimed that he had only done small jobs for small change, Ebbtide demanded to know if Rockport was part of the recent Venice heist. Rockport claimed that he didn't have anything to do with the heist but Ebbtide remarked that Rockport needed to be made an example and then put a gun to Rockport's head. Rockport insisted that he could help Ebbtide but Ebbtide merely replied that Rockport was already going to help by sending a message. Ebbtide then shot Rockport as water washed over Rockport.
(Nomad II#8) - Ebbtide confronted one of the
Undergrounders called Pretty Boy as he carried a crate and asked if he
was a member of the Undergrounders. The young man replied that yes, he
was, and before he could say more, Ebbtide shot him at point blank
range.
(Nomad II#9) - Ebbtide tracked down the Undergrounder
called Tenure and chased him into an alley. Tenure frantically begged
for his life and asked why Ebbtide was hunting him. Excusing himself
for listening to music, Ebbtide asked Tenure to repeat himself and when
he did, Ebbtide asked if his victim was the Undergrounder called
Tenure. When Tenure replied yes, Ebbtide pronounced that he had a
lesson to teach, yelled "Don't $#%@ with the Pipeline!!," then shot
Tenure point blank before walking away. Later visiting a Pipeline beach
party, Ebbtide walked around, unaware that Nomad had infiltrated the
party to investigate the recent deaths amongst the Undergrounders.
Nomad followed Ebbtide and asked if Ebbtide was uninterested in the
Pipeline member Throwback's speeches. Ebbtide simply replied that
Throwback had his gig, and he had his own. Referring to beach and ocean
itself as his gig, Ebbtide explained that he felt the "rule-makers"
were constantly trying to take nature away from people like the
Pipeline. Nomad then asked what Ebbtide did if someone did try to take
away the Pipeline's rights and Ebbtide replied that he would make sure
the Pipeline stayed clean, no matter what. Nomad later returned to the
beach in costume, where he was spotted by Ebbtide, who excused himself
and Nomad. Admitting that he didn't wish to fight Ebbtide, Nomad was
told that Ebbtide also didn't want to fight but both admitted that they
didn't have much of a choice. Nomad then asked how they would start
things and Ebbtide opened fire, announcing that they'd begin the best
way he knew how: quick and painless. Nomad responded by hitting Ebbtide
with one of his Stun-Discs and running away. Ebbtide gave chase,
announcing that he didn't want to get any civilians hurt during their
scuffle. Nomad eventually got the jump on Ebbtide and the two exchanged
several hard hits before Nomad knocked Ebbtide to the ground with a gun
pointed at him. The Pipeline members caught up and Nomad warned them to
leave the Undergrounders alone or he would kill Ebbtide. The Pipeline
member Throwback agreed to leave the Undergrounders if they would leave
the Pipeline alone and Nomad announced that it was good enough for him.
Despite the agreement, Ebbtide explained that the deal made the
Pipeline appear dirty and he reached for his gun, forcing Nomad to
shoot Ebbtide dead.

Ebbtide constantly wore sunglasses so his eye color was impossible to determine.
It was never shown if Ebbtide actually had superhuman
powers though the tide often seemed to rise and fall in his presence,
almost as if by his will. Then again, he could've just liked being in
the water. Without definite proof, I chose to think Ebbtide had no
superhuman powers.
