History:
(Dark Reign: The Hood#4 (fb) - BTS) - At some point Man-Fish joined Hood's supervillain army.
(Dark Reign: The Hood#4) - Man-Fish silently stood by while Thunderball, Piledriver, Squid and John talked about the Hood. John King then sent Squid and Man-Fish to swim out to a large cargo ship, take control over it, run it aground and then crack it open so King and the others could fill up the truck with the tech in the hold. Man-Fish was ready to go...

Why does he exist? Because Tiger Shark had gone rogue on Norman Osborn over in Dark Reign: Lethal Legion#1-3 (2009) and could not be used anymore as part of Hood's army, which was basically working for Osborn at this point.
Who and what is this guy? He could be a further mutated version of Arnim Zola's Man-Fish or one of Dorcas' Men-Fish. Maybe he is a mutated human, maybe a mutant (not likely) or an extradimensional aquatic warlord stranded on Earth (more likely than a mutant at least).
Considering his physical
appearance (bald head, bulging eyes), maybe he had some connection to
"fish man" Ned
Flanders--possibly his unrevealed offspring?--Ron Fredricks
And he was never seen again. Nothing is known about this guy. As written above, he was just a replacement for Tiger Shark. What happened to him? Did he bump his head on the cargo ship? Did he realize too late he actually can't breathe underwater and drown? Was he just there for a tryout and didn't make the cut in the illustrious army of the Hood?
