Powers/Abilities: Mastermind was a clever chemist who knew how to devise controlling chemicals that he disguised as sodas. His hidden lab was protected by sleep-soda geysers. Although basing himself near water, he did not know how to swim.

History:

(Spidey Super Stories#39/1) - From his base under Brooklyn Bridge, New York, Mastermind concocted chemical-laden sodas, covered with common flavors, that would force those drinking them to engage in various acts, such as laugh, jump, sleep, fight, cry, etc. He then dressed himself as a friendly soda seller to dispense trouble.

(Spidey Super Stories#39/2 (fb) - BTS) - Disguised, Mastermind took his stall, decked with supportive balloons, to the Women's Day Parade, ready to sell sleep-inducing sodas. He had apparently teamed with a local petty thief to rob the incapacitated women.

(Spidey Super Stories#39/2) - Being a hot day, Mastermind sold many sodas to the Women's Day Parade attendees, including the activist Stell Bella. Many started to fall asleep, alerting Spider-Man, who stopped a thief stealing handbags. Recognizing Mastermind, Spidey webbed him up just as Ms. Marvel arrived with the same goal, but the villain fled in a stolen car and escaped into his lab. Spider-Man was almost splashed by the lab's defensive sleep-inducing soda geyser as Ms. Marvel smashed her way into Mastermind's lair. Both heroes then confronted Mastermind, who finally relented and revealed that the sleep effects wore off after an hour. Webbed up by Spidey, Mastermind was doused in sleep-soda and left behind as the heroes rushed back to the Parade. Meanwhile, Mastermind's criminal actions were reported on TV.

This Mastermind does not appear to have an Earth-616 counterpart.

I can't be sure that the handbag thief had teamed up with Mastermind; he could easily just be an opportunist capitalizing on the actions of a troublemaker.
