Purpose: Defeat of the Red King and liberation of the people of Sakaar

First Appearance: Incredible Hulk III#93 (May, 2006)
Abilities: The Sakaarian Democratic Insurgency wielded blaster weapons, and they had access to explosives as well as some form of transport to get them aboard an Imperial Pleasure Cruiser.
They also used viewing devices.
History:
(Incredible Hulk III#93)
- A member of a group of rebels -- presumably the Sakaar
Democratic Insurgency -- based within a cave, complained that the
Emperor's war was getting too expensive, and that he had both raised
the Natives' tribute again and denied them first pickings beneath the
Great Portal.
This rebel further suggested they approach the Natives about an alliance, but another reminded him that that had not worked out when their fathers and grandfathers tried it.
Yet another member mocked that their own group would not fight, either, and when someone else noted that the time wasn't right, one of the rebels showed them images of the Hulk challenging the Red King.
The latter rebel told the others that this man had the power and the will to take down the Red King and that when they found that man, they would gain that will and power.
(Incredible Hulk III#94 (fb) - BTS) - The Sakaarian Democratic Insurgency apparently recruited at least some Natives to join their cause.
(Incredible Hulk III#93 - BTS) - As the gladiator team enjoyed a celebratory feast aboard Imperial Pleasure Cruiser "Dreamskipper," the Sakaar Democratic Insurgency blew a hole through the wall to the room of the Hulk's gladiatorial team's banquet, asking them to help fight the Empire's oppression.
(Incredible Hulk III#94) - Arriving Imperial Guardsmen ordered the Insurgency to surrender, while the Insurgency threatened to blow up the Dreamskipper unless the Guardsmen threw down their weapon.
The Insurgency asked the "Green Scar" to join them in tearing the Red King from his throne, and Elloe urged him that this was their true fight.
However, unwilling to ally with the rebels as he suspected they would later turn against him (as those who had used him in the past had done) the Hulk allowed the Sakaar Democratic Insurgency to be captured or slain by the Death's Head Warguard.
Afterwards, Elloe Kaifi chose to be taken away with the captured insurgents rather than remain with the Hulk and other gladiators.
(Incredible
Hulk III#95 (fb) - BTS) - The Insurgents were beaten and presumably
tortured by the Imperial Guardsmen and/or Death's Head Warguard.
Elloe Kaifi and two others survived these trials.
(Incredible Hulk III#95) - After the Warbound
defeated the Obedience Disk-controlled Silver Surfer, Caiera informed
them that as Green Scar had slashed the Emperor's face, they must pass
one final test of loyalty.
Elloe Kaifi and two other
Insurgents were brought out into the Arena by the Death's Head
Warguard, and Caiera told the Warbound that these were enemies of their
Emperor: Kill Elloe (and presumably the other two Insurgents) and they
would be free.
The Warbound refused, even when
Primus Vand used their Obedience Disks to drop them to their knees and
threatened to fry their brains.
However, the recovering Surfer then destroyed the Warbound's
Obedience Disks and then the Disks of the rest of the slaves in the Arena.
The Warbound (including Elloe) subsequently broke
out of the Arena and departed, along with all freed slaves and
presumably the other Insurgents.

I don't think the Insurgents were
specifically seen in the subsequent issues, but they were likely
present, unless they perished in battle.

The viewing devices looked like mirrors, but projected images and video (and possibly audio?)
When members of the Sakaar Democratic Insurgency (or perhaps a similar group of rebels) argued that the time wasn't right to challenge the Red King, another member showed him images of the "Green Scar" (Hulk) not only challenging the Red King, but slashing the Red King's cheek despite the Red King's powerful armor.
These images inspired the group to assault an Imperial Pleasure Cruiser on which the Green Scar was present in hopes of enlisting him to their cause.
