Powers/Abilities: Before his transformation, Ulysses was a normal human who had elite military training. After his change, he was superhumanly strong, had enhanced speed, agility, the ability to turn invisible and create teleportation portals. Ulysses had considerable financial wealth, easily able to afford advanced technology like rubyquartz armor and access to supersonic aircrafts. His skin was yellow as a side-effect of gaining super powers.

History:
(Cyclops I#2 (fb) - BTS) - Ulysses used to lead an elite platoon of green berets, specifically trained to deal with supernatural domestic threats.
(Cyclops I#2 (fb) - BTS) - Ulysses and his men responded to a skirmish between the X-Men and a group of mutant terrorists. The platoon was caught in the crossfire, after which an explosion left Ulysses paralyzed and five of his best men dead.
(Cyclops I#4 - BTS) - It was never officially determined who was to blame for the explosion: the terrorists or the X-Men.
(Cyclops I#2 (fb) - BTS) - Overcome with grief and revenge, Ulysses felt the X-Men's leader Cyclops was responsible for what had happened to him and his men. Determined to have vengeance, he sought out several of the X-Men's enemies to help him. He received financial backing from the X-Men's human adversaries, while one of their mutant adveraries (possibly Mr. Sinister) used advanced genetic techniques to repair and enhance his body. Though the process turned his skin yellow, Ulysses gained superhuman strength, speed and the power of invisibility.
(Cyclops I#2 (fb) - BTS) - Ulysses came up with an elaborate plan hoping to lure Cyclops to the Savage Land where he would finally face the mutant.
(Cyclops I#1 (fb) - BTS) - Ulysses offered two million dollars to Black Tom and Juggernaut if they were able to kill Cyclops.
(Cyclops I#2 (fb) - BTS) - Ulysses did what he could to facilitate Black Tom and Juggernaut, even providing them with a supersonic aircraft so they could cross the Pacific Ocean.
(Cyclops I#1 - BTS) - Black Tom and Juggernaut failed to kill Cyclops, but when they told him who'd hired them, the X-Man suggested they'd return to Ulysses and tell him they'd succeeded so they could cash in.
(Cyclops I#2 (fb) - BTS) - Ulysses had foreseen this and figured the mercenaries would lead Cyclops to his location.
(Cyclops I#2 - BTS) - Ulysses called to check in with Black Tom and Juggernaut who were aboard their aircraft. He revealed that he had no intentions of paying them, even shutting down the power. Unbeknownst to Tom and Juggernaut, Cyclops had been trailing them in his own plane. The X-Men's leader decided to help out and boarded their vessel to see what he could do. As soon as he reached the cockpit, Cyclops was teleported away to the Savage Land by Ulysses.
(Cyclops I#2) - Once Cyclops arrived in the Savage Land Ulysses revealed his presence, by leaping at him with the promise he'd kill him with his bare hands. When Cyclops hit back, Ulysses turned invisible and jumped Summers. Cyclops finally got the upper hand after which Ulysses explained his origin and his reasons for wanting to kill him. Ulysses then ran off with Cyclops' ruby quartz visor after which the mutant escaped into a cave. Unable to follow Cyclops after a cave-in Ulysses chose to return to Paraguay swearing if he couldn't kill Cyclops he would find his teammates and kill them.
(Cyclops I#4 (fb) - BTS) - Back in Ciudad del Este Ulysses analyzed the stolen visor in preparation for Cyclops' return. He had several battle armors constructed out of ruby quartz.
(Cyclops I#4 - BTS) - Ulysses contacted Hernandez, Shepard and Yuri, the three surviving members of his platoon. He promised them a chance at revenge if they aided him in killing the X-Men.
(Cyclops I#4) - In Ciudad del Este, Ulysses told his men about the plan to stop Cyclops, unaware the X-Man was already in their base and listening in. Having heard enough, Cyclops busted in through the ceiling. Instantly becoming invisible, Ulysses went and changed into his ruby quartz armor. This allowed Cyclops time to grab his visor while fighting Hernandez, Shepard and Yuri. Cyclops then faced Ulysses and was stunned to find the ruby quartz armor made his optic blasts useless. Deciding a strategic withdrawal was best, he ran for cover. Ulysses followed him on to the streets and tried to shoot him, only to accidentally hit an innocent child who was outside painting a wall. Blinded by his rage, Ulysses became invisible again, grabbing Cyclops and smashing him into a car. While he had the X-Man by the throat, Ulysses was opposed by Yuri who had doubts after seeing the child get hurt. The boy then threw his paint can at the invisible Ulysses. Now able to see his boss thanks to the white paint, Yuri fired his weapon and cracked Ulysses' armor. This left the villain vulnerable to Cyclops' power again. He knocked him out with an optic blast. After thanking Yuri for his help Cyclops delivered Ulysses to the authorities.

It's probably no coincidence the man is called Ulysses, after all the one from Homer's myth The Odyssey also faced a cyclops he blinded as revenge for killing some of the soldiers under his command.
Ulysses specifically stated "one of your mutant adversaries genetically repaired and enhanced my body", that surely sounds like Mr. Sinister.
According to Wolverine, the never before mentioned Ciudad del Este (or "Eastern City") was tougher than Madripoor...yeah...no.

Ulysses has no known connections to
Hernandez, Yuri and Shepard were three of Ulysses' platoon of green berets that survived their initial encounter with the X-Men and a terrorist mutant organization. Determined to help Ulysses get his revenge of the X-Men they met their leader in the city of Ciudad del Este. Although Yuri had some doubt whether or not Cyclops and the X-Men were really guilty Hernandez quickly persuaded him to join his fellow men. Once the guys received battle armor made out of ruby quartz they came under attack from Cyclops himself. Hernandez, Yuri and Shepard stood their ground against Cyclops as their new suits made them invulnerable from his attacks. But due to his strategic oversight Cyclops eventually defeated both Hernandez and Shepard, leaving only Yuri. But when Yuri realized their leader had hurt an innocent boy he decided to stand up to Ulysses and help Cyclops.
