Powers/Abilities: Veech had no apparent powers but was able to create a series of creatures (Adorable X-Babies, Planet Terry, Royal Roy, Top Dog, Wally the Wizard and others) that possessed a form of intelligence and were capable of independent acts. Veech also wielded a staff with a device resembling a TV remote stuck to it. Using the "remote" he could perform a variety of feats including summoning Spiral or changing the emotional state of the creatures he had created.

History:
(X-Babies#3 (fb) - BTS) - Apparently fed up with all the mindless violence on display in television, Veech wished to win control over the broadcasting power of Mojoworld so he could spread his influence across the dimensional spectrum and rule worlds.
(X-Babies#4 (fb) - BTS) - Veech created the Adorable X-Babies in an effort to create the cutest, nicest, safest and most educational show on Mojo TV.
(X-Babies#4 (fb) - BTS) - To prepare for his coming wave of new and more innocent programming Veech had several stars of children shows abducted from their native dimensions. Amongst them, but not limited, to Fester Addams, Alf, Br'er Rabbit, Captain Kangaroo, Cookie Monster, Forbush Man (of Earth-665), Hawkeye (of Earth-99062/Mini-Marvels), Pee Wee Herman, Little Rascals (Alfalfa and one other), Mister Magoo, Mister Rogers, Planet Terry, Royal Roy, Spider-Ham (of Earth-8311), Top Dog and Wally the Wizard.
(X-Babies#1 - BTS) - Veech created overly cute and charming duplicates of Planet Terry, Royal Roy, Top Dog and Wally the Wizard to star in their own educational shows.
(X-Babies#1 (fb) - BTS) - Veech made Mojo's premiere assassin Spiral an offer to work for him, which she agreed to.
(X-Babies#1) - To obtain Mojo's broadcasting power, Veech and his assistant Nandy (with help from Spiral) managed to incapacitate him. With Mojo defeated, Veech waxed on, telling the ruler of Mojoworld how he hated his mindless entertainment. Veech then prepared to launch his new programming.
(X-Babies#1 (fb) - BTS) - Unbeknownst to them, Veech imprisoned the X-Babies to make sure they wouldn't come to Mojo's aid since they were his biggest television hit.
(X-Babies#1) - From the Mojo TV master control room Veech and Nandy watched as the original X-Babies accidentally escaped their confinement. Confident he could capture them again, he ordered Spiral to Station PT-485, also known as Planet Terry. He figured the locals could help the X-Babies to fall in love with his new programming.
(X-Babies#2) - Veech monitored the viewscreens and saw how Terry and the inhabitants of PT-485 failed to convince the X-Babies to embrace his new programming. This led him to conclude they needed to be destroyed. To do so he activated a special signal in the creatures of Planet Terry causing them to turn highly aggressive. The X-Babies managed to escape their opponents, after which Veech deactivated the signal and they all resumed to enjoy their nice dance party.
(X-Babies#2 - BTS) - Veech then sent wizards Wally and Marlin after the X-Babies, using their Alpha-Bot to fight them. After they failed to stop the X-Babies, Veech ordered in the cast of Royal Roy's Romp-Around to give it a go.
(X-Babies#3) - Veech and his assistant Nandy witnessed how Royal Roy's Romp-Around cast ran away from the X-Babies. He then chose to send Top Dog to lead them into a trap. Now aware of who they were fighting, the X-Babies strategized on the right way to find and defeat Veech while stuck in a sewer. They decided to damage Veech's camera bot so it would be called back, allowing the X-Babies to follow it. Once the X-Babies located Veech he assembled his Adorable X-Babies to stop them. The X-Babies were less than impressed by Veech's cute, cloying copies and felt they were like toddlers. He then prompted the Adorable X-Babies to attack, which they did by using their elastic bodies to gain the upper hand. Once they had defeated Colossus, Cyclops, Rogue and Storm the Adorable X-Babies set their sights on young Kitty Pryde but were shocked by the arrival of Wolverine and Nightcrawler who brought an entire army of Veech's prisoners. Fed up, Wolverine attacked in a berseker rage and used his claws to chop the Adorable X-Babies into little pieces. Figuring that victory was theirs, he relaxed but Veech smugly applauded this victory, then used his staff to reanimate the tiny pieces which transformed into an army of Adorable X-Babies.
(X-Babies#4) - The dozens of Adorable X-Babies attacked the original X-Babies and Veech's former prisoners, quickly gaining the upper hand. The original Cyclops came up with a plan to defeat the Adorable X-Babies once and for all. Once Royal Roy successfully disarmed Veech, the original Rogue knocked Spiral unconscious, "borrowing" her magical abilities in the process. She used Spiral's powers to create a giant portal to an unknown dimension that sucked in all the Adorable X-Babies. For good measure, the X-Babies threw in Veech and his assistant Nandy as well. Thus dealing with the menace of Veech and educational programming in the Mojoverse.

Veech wanted to stop violence in (kids) TV shows, but instead of kidnapping the casts of actual, violent programs like Transformers, G.I. Joe or Teenage Mutant Ninja Turtles he picked hosts of what can be considered innocent, wholesome kids shows. Captain Kangaroo was a kindhearted goof, Pee Wee's playhouse was wacky but educational and Mr. Rogers never harmed a fly, no matter what those internet rumors about him being a sniper in 'Nam say. Alas, not even Mojoworld is free from the threat of copyright infringement lawsuits.
In issue 4's recap page Nandy said: "One day the great Mr. Veech went to Mojoworld", which suggests he's not native to that realm. For my money, I'm convinced he is some sort of deviant or possibly mutant version of the Spineless Ones. Veech seems to be a polar opposite to his kind as they indulge in mindless entertainment, something which Veech loathes. Like the Spineless Ones Veech has a light-yellow skintone with spots and is bald (although wearing a toupet). However unlike his kind Veech has five fingers instead of the regular four. And thanks to Arize's inventions he wouldn't be the first Spineless One to walk like a man (there was also Mojo II: The Sequel who briefly ruled Mojoworld).
The army Wolverine and Nightcrawler had assembled consisted of several television characters and other obscure Marvel characters abducted at one point by Veech to star in one of his shows: Fester Addams, Alf, Br'er Rabbit, Captain Kangaroo, Cookie Monster, Forbush Man of Earth-665, Hawkeye of Earth-99062/Mini-Marvels, Pee Wee Herman, Little Rascals (Alfalfa and one other), Mister Magoo, Mister Rogers, Planet Terry, Royal Roy, Spider-Ham of Earth-8311, Top Dog, Wally the Wizard. Eagle eyed readers can also spot Charlie Brown in the midst of the all-out battle in issue 4.

Nandy was Veech's assistant and would help him with all kinds of different tasks. She wore glasses to hide the fact she didn't have any eyes and would only speak in loose random words, perhaps not being able to speak full sentences.
Note: Nandy of course is a homage to Mojo's overly excitable female assistant Minor Domo (Uncanny X-Men Annual I#12 (1988) )
