Powers/Abilities: Chancellor Exchequer Beltane, in his position as the Minister of the Bank of Latveria, has access to the full resources of the Latverian government, including armed guards, trained scientists (capable of creating nanite-delivery services), torture devices, teleportation devices, and powerful weapons. In addition, Beltane has had connections to many super-criminal organizations.

History:
(Daredevil III#14 (fb) - BTS) - Chancellor Exchequer Beltane served as the Minister of the Bank of Latveria, working directly for Doctor Doom. He spent years making deals with mega-crime organizations, including Black Spectre, A.I.M., Agence Byzantine, Hydra, and the Secret Empire, helping them assemble their data on the Omegadrive, and he planned to funnel their funds through Latveria, bringing in untold amounts of money. When Daredevil stole the Omegadrive before the funds began flowing in, Beltane was furious, and he arranged to have Daredevil teleported against his will to Latveria. He had Dr. Hantmarr perfect the Ganzfield Mist, which would block all senses while injecting nanites into the brain.
(Daredevil III#14) - Beltane revealed himself to Daredevil, who was in a stasis unit, and he began pumping gas into the unit, and waited five full minutes for Daredevil to take a breath. Beltane let Daredevil go free, and the hero demanded to know what the gas was, fighting the army as he did so. Beltane ordered Daredevil to be shot, but he jumped through the window and escaped.
(Daredevil III#15) - Daredevil was apprehended, having lost all of his sensory input, and Beltane ordered a doctor to study the hero's radar sense and replicate it as quickly as possible, while nurse Nadia watched over him. After a few days of sensory deprivation, Beltane ordered Daredevil be prepared for vivisection, but Daredevil managed to escape his hospital room, infuriating Beltane. They found Daredevil on the roof and Beltane hit the hero with a shot while ordering the guards to shoot to wound, not kill, but Daredevil had managed to summon the Avengers for help with his Avengers ID card. Beltane drew a gun, determined to kill Daredevil, but Iron Man showed up, blocked the shots, and angrily tossed Beltane aside. Beltane admitted what they had done to Daredevil, but told Iron Man he had no extradition treaty and thus no right to leave with Daredevil. Iron Man responded by hitting Beltane with a repulsor ray.

(Daredevil III#15) - In Latveria, a nurse named Nadia tended to Daredevil, who was suffering from a lack of senses after being subjected to an experimental gas. He reached out to a large pot of food, burning himself, as he cried out about being able to sense heat and not feel it. Nadia treated his burns. A guard tranquilized Daredevil, then gave Nadia more tranquilizers if she needed them. Chancellor Exchequer Beltane ordered Nadia to prepare Daredevil for vivisection, but Daredevil stole the tranquilizers and used one on Nadia to escape. --Daredevil III#15 |
