service, allowing him to threaten and extort services from others.
He demonstrated no special skills,
but given his experience as the head of a Maggia crime family, he
presumably had some experience in the use of firearms as well as in
unarmed combat.
He had some experience in strategy, although the plots he demonstrated seemed unrealistic and impractical.

- BTS / Dark Reign: MN#3 (fb) - BTS) - Crimelord Chic DiAngelo was the
head of a Maggia group involved in the empowerment of Cloak and Dagger.

BTS) - Mr. Negative was also empowered in this same drug experiment.

beings, would be helpless against machines. Seeking high-tech machines,
DiAngelo
had his agents steal Professor Gregson Gilbert's plans for four other
robots (similar to his earlier creation, Dragon Man) as well as an
ultrasonic device to control them.
(Power Pack I#7 (fb) - BTS) - Once the ultrasonic
device was completed, DiAngelo used it to summon Dragon Man and force
him to collect the materials necessary to construct the other robots.
(Power Pack I#6 - BTS) - Learning of DiAngelo's
activities, Cloak and Dagger encountered Spider-Man while investigating
a warehouse damaged by Dragon Man. After they told Spider-Man of
DiAngelo's plans, Spider-Man sought out Gilbert at Columbia
(Power Pack I#6 - BTS) - Dragon Man (under influence from DiAngelo's ultrasonic
device) abducted
Gregson Gilbert as he lectured at Columbia. This attracted the attention
of Spider-Man and the young heroes of Power Pack, who pursued Dragon
Man. When the giant creature became intrigued with Energizer (Katie)
and Lightspeed (Julie), DiAngelo used the ultrasonic inhibitor to cause
Dragon Man pain and force him to return to his church base.
(Power Pack I#6) - Dragon
Man brought Gilbert back to his church base, where DiAngelo used the
ultrasonic inhibitor to painfully punish Dragon Man for having not
returned immediately. He then commented to Rocco that the ultrasonic
inhibitor worked like a charm, forcing Dragon Man's compliance.
(Power Pack I#6) - Julie and Katie sneaked into the church in hopes of
rescuing both Gilbert and Dragon Man. Failing to find Gilbert, they
nonetheless destroyed DiAngelo's ultrasonic controller, allowing Dragon
Man to flee with the girls.
(Power Pack I#8 (fb) - BTS) - DiAngelo instructed his agents not to hurt Gilbert.
(Power Pack I#7 (fb) - BTS) - DiAngelo forced
Gilbert to construct a more powerful ultrasonic device to better
control Dragon Man.
(Power Pack I#7 (fb) - BTS) - DiAngelo presumably forced Gilbert to construct the other four robots and/or program them.
(Power Pack I#7 - BTS) - Under duress, criminal
Jamie Juarez told Cloak that a couple of "super-midgets" had fought
some syndicate men in a torn-down church in upper Manhattan, escaping
with Dragon Man.
(Power Pack I#7) - In the church tower,
surrounded by the inert but otherwise completed robots, Gilbert
informed DiAngelo that he had nearly completed the ultrasonic
controller, informing him that the previous device had been designed
for a more immature Dragon Man, but that the new one was calibrated for
his current status. Gilbert questioned why DiAngelo was doing what he
was doing, and DiAngelo outlined his plans to use the robots to take
down Cloak and Dagger and then to take over the criminal underworld.
Gilbert further warned that his newest creations were straightforward
robots, unlike Dragon Man, but DiAngelo countered that they were smart
robots if Gilbert had programmed them right.
(Power Pack I#7 - BTS) - DiAngelo subsequently
used the device to retake control of Dragon Man, forcing him to return
to the church; Julie Power was knocked out by crashing into the
abruptly stopping Dragon Man, and the creature saved her from falling
and brought her with him.
(Power Pack I#7) - DiAngelo had his men bring Julie inside the church and
put her in the room with Gilbert.
(Power Pack I#7 - BTS) - As the rest of Power
Pack, alongside Cloak and Dagger, arrived in the church, the other four
robots -- Basilisk, Cockatrice, Griffin, and Troglodyte -- confronted them, after which DiAngelo entered, holding the
ultrasonic controller and followed by Dragon Man, who was holding
Julie. DiAngelo instructed the others to surrender or he would force
Dragon Man to kill Julie.
(Power Pack I#8) - As Cloak
and Dagger attacked his agents, DiAngelo reminded them that if they
attacked him, he would command Dragon Man and his other robots to crush
the Power Pack kids. As Cloak and Dagger surrendered, DiAngelo noted
how they were almost as obedient as the robots and that it was just a
matter of knowing the right button to push. After bragging about how he
would use his robot army to control the underworld, he explained how he
had enslaved the robots' creator, Gilbert. DiAngelo further noted that
the robots would soon steal ten million dollars worth of illegal drugs
from his major competitor, after which they would declare war on the
rival's family; they would continue this process against other rival
families until his family controlled the city.
As DiAngelo mocked Julie Power and pinched her
cheek, Dragon Man growled, but DiAngelo punished his defiance with the
ultrasonic inhibitor.
Hearing Julie scream within Dragon Man's painful grip, Gilbert rushed
outside before DiAngelo's men could stop him (without hurting him).
(Power Pack I#8) - After Gilbert futilely ordered
Dragon Man to stop, DiAngelo allowed Dragon Man to relax his hand, but
advised Gilbert that if he gave him any more trouble, Dragon Man would
be squeezing Gilbert next time.
Taking advantage of the distraction, Alex
degravitized Basilisk and used an aerosol can to propel him into Dragon
Man, causing him to release Julie; however, in the process, Dragon
Man's tail knocked out Dagger, and DiAngelo then had Dragon Man grab
Dagger. After Basilisk recaptured the weakened Julie, DiAngelo threatened to have Dragon Man injure Dagger, forcing Cloak and Power Pack's cooperation.
DiAngelo explained how he would use them against
rival gangs, further noting that half of the gangs would flee rather
than face the vigilante's power.
As he locked up the Power Pack kids and Gilbert,
DiAngelo warned them that if they tried to escape, he'd have Dragon Man
kill Dagger.
(Power Pack I#8 - BTS) - The
kids pointed out that DiAngelo had imprisoned them in a room with
Gilbert's leftover equipment and that he could use it to build
something to block the ultrasonic controller.
(Power Pack I#8) - By the piers, DiAngelo
explained to Cloak how an approaching ship was going to be unloading
cars with heroin hidden in their tires, and that Cloak and the robots
were going to steal the shipment.
(Power Pack I#8 (fb) - BTS) - Gilbert designed a headband to protect Dragon Man, and Julie placed it on his head.
(Power Pack I#8) - DiAngelo narrated as his four robots,
his "first mythical soldiers in his army of monsters," attacked the
ship's crew, whom he was amused to see didn't seem able to handle these
foes.
However, as DiAngelo instructed Cloak to teleport down and swallow some of the crew ("not
all of 'em, mind you! I want some of 'em left quivering to spread the
tale of how Cloak and Dagger had joined DiAngelo's crime family!"),
Power Pack and Dagger arrived with Dragon Man, and Jack Power slammed
into DiAngelo from behind, accidentally knocking him off the top of a
building to strike the ground perhaps 30' below. Jack feared that he
had killed DiAngelo, but after DiAngelo groaned, Dagger infused him
with her light, saving his life, despite what he had done to her...and
despite Cloak's vehement objections. Cloak furiously pulled all of the
criminals into the Darkforce dimension to drain their light energy, but
Dagger persuaded him to release them.
The Power Pack kids took the controller
from DiAngelo and gave it to Gilbert, who then took control of the
other robots he had created, stopping them from attacking the heroes.
As the police approached, the heroes departed. Cloak
advised Gilbert that the drug shipment DiAngelo had been trying to
steal was hidden within the cars' tires, and Gilbert assured Cloak he'd
tell the police and press charges against DiAngelo.

Joey Tartaglione
was identified as a mobster apparently supervising the experiments in
Spectacular Spider-Man I#64. Chic DiAngelo may have been Tartaglione's
superior, and perhaps he ordered the experiments but didn't
attend...which is why he wasn't among those gathered and slain by Cloak
and Dagger. At the time of DiAngelo's kidnapping of DiAngelo, Cloak and
Dagger knew who he was. Perhaps they discovered the information at a
later date, and when they started coming after him, he was feeling the
pressure, leading to his kidnapping of Gilbert?

Jocko
Jocko was a member of DiAngelo's crime gang.
He was involved
in the plot to force Gregson Gilbert to design Dragon Man-like robots,
which he would use to takeover rival criminal gangs.
When Dragon Man's squeezing of Dagger caused her to
scream, Jocko and his associates were unable to stop Gilbert from
running outside (at least not without hurting Gilbert, as per
DiAngelo's instructions).
Nonetheless, Jocko quickly caught up to Gilbert and bent his arm behind his back to restrain him.

Note: Jocko is the only one of DiAngelo's men who is clearly identified.
Rocco is not clearly shown, and the third guy is never identified. Maybe his name was Socko.
Rocco
Rocco was a member of DiAngelo's crime gang, and he was involved
in the plot to force Gregson Gilbert to design Dragon Man-like robots,
which he would use to takeover rival criminal gangs.
Upon Dragon Man's returning with Gilbert, DiAngelo
used the ultrasonic inhibitor to punish Dragon Man for the delay, after
which he bragged to Rocco who effective the device was.

Note: Rocco is one of the two guys leading Gilbert into the church.
He's presumably one of the two guys who grabbed
Julie and Katie Power, as the other guy looked to have short, lighter
hair, like Jocko...or maybe there were more than three guys working
with DiAngelo.
