Eye became a superhero, utilizing his webbed hands and feet and
gigantic eye to battle criminals such as Professor Pink Eye, Doctor
Bloodshot and Blind Guy.

Doctor Eye is a product of the 1994 Spider-Man Magazine's "Create Your Super Hero or Super-Villain" section that ran in most issues of the Magazine. In Doctor Eye's case, he was created by then-10-year-old Travis Noecker of Laramie, Wyoming. As a fringe character, there is nothing to say Doctor Eye existed on Earth-616 but there is equally nothing to say he didn't either....
No origin was given for Doctor Eye but given his strange appearance, I'd be willing to bet he was either an extraterrestrial or a mutant...
Doctor Eye's height and weight were impossible to determine, as he was never seen next to any character whose height and weight had been officially determined.
I don't think I want to know anything about Professor
Pink Eye's powers...
