He has presumably had a lot of KGB training.

History:
(Daredevil I#370 (fb) - BTS) - Many years ago, Tskarov saw the Kirov Ballet do a production of La Bayadere. When the lead, Dam Makarova, took ill, her understudy Natasha Romanova performed, and Tskarov was impressed by her.
(Daredevil I#369 (fb) - BTS) - An ex-KGB agent, General Tskarov, known to some as the Snow Wolf, began moving in on Russian organized crime in the United States. He set up shop in a Russian imports curio shop in Brighton Beach in the United States, and began bartering with super-powered operatives. Tskarov acquired the super-powered Darkstar, and he began experimenting on her, strapping her to a machine to understand her powers.
(Daredevil I#370 (fb) - BTS) - Tskarov was visited by Vanguard (sibling of Darkstar) and Ursa Major, and they agreed to work for him if he helped them find Darkstar.
(Daredevil I#368 (fb) - BTS) - Tskarov made a move on the city of Boston, planning activity at Americorp, a tech company owned by William Gatz. When Gatz sought out attorneys, Tskarov sent his agent Davidoff to handle affairs, threatening Davidoff's family if he didn't comply. He suggested Davidoff use a super-powered operative.
(Daredevil I#368 - BTS) - Davidoff sent a Russian military helicopter and Omega Red to handle things, but Daredevil got involved, then the Black Widow attacked him, shooting Daredevil.
(Daredevil I#369) - Seeing news footage that the Black Widow had shot Daredevil, General Tskarov was intrigued. Davidoff stated that the Widow was the perfect operative, and Tskarov was intrigued by the possibility, asking her to be brought to him. Tskarov checked on Darkstar, then met with Black Widow, brought to him by Davidoff, and Tskarov questioned her about her recent history. Ursa Major and Vanguard apprehended the wounded Daredevil, who had followed Black Widow there, and Tskarov had him tied up in the basement. Davidoff worried that Black Widow was faking, but Tskarov said he knew how to handle her.
(Daredevil I#370) - Tskarov used an electric glove to torture Black Widow as he questioned her. Vanguard tried stopping Tskarov from using such force, but Tskarov convinced Vanguard that Widow knew where Darkstar was and encouraged him to help with the questioning. Just then, Daredevil and Ursa Major busted into the room having freed Darkstar. Exposed, Tskarov ordered his armed men to attack the heroes. Tsarkov, wondering how it had all fallen apart, went running through the sewer tunnels, but Black Widow hunted him down, saying she was sent to arrest him but she was now considering killing him. Daredevil entered the tunnels as she punched him in the jaw, knocking him out.

Tskarov acquired Darkstar and began experimenting on her, then he tricked Ursa Major and Vanguard into working for him. (Daredevil I#368) - Davidoff got word that William Gatz had secured legal help, which put a plot of Tskarov's at risk. Davidoff was given two days to sort out events before his family were to be harmed, and Davidoff was encouraged to use local assets to aid him. Davidoff sent in a helicopter and Omega Red, but Daredevil intervened before Black Widow shot him. (Daredevil I#369) - Seeing news footage that the Black Widow had shot Daredevil, General Tskarov was intrigued. Davidoff stated that the Widow was the perfect operative, and Tskarov was intrigued by the possibility, asking her to be brought to him. Black Widow soon called Davidoff, who went to meet her, telling her the general was waiting. Davidoff brought the Widow to Tskarov. Ursa Major and Vanguard apprehended the wounded Daredevil, who had followed Black Widow there, and Tskarov had him tied up in the basement. Davidoff worried that Black Widow was faking, but Tskarov said he could handle her. (Daredevil I#370) - As Tskarov tortured Black Widow, Davidoff pleaded with the captive Darkstar to work with Tskarov. (Daredevil I#368 (fb) - BTS) - Head of tech company Americorp, a major software development company, William Gatz constantly felt he was being bugged and that corporate entities and foreign countries were out to take him over. Gatz knew Rosalind Sharpe from years before in Boston. (Daredevil I#368) - The highly paranoid Gatz met with attorneys Rosalind Sharpe and Matt Murdock, wanting to make sure their office was free of bugs before he talked, then he mentioned that ex-KGB agents were after him. Sharpe assigned Murdock to the case, and Gatz scheduled a meeting at his company later. That afternoon, a Russian military helicopter attacked Americorp, and Omega Red stormed the building, attacking Gatz. Daredevil intervened and saved Gatz in a savage battle.
