ago (see comments) scientist Edwig Caine
led research funded by the U.K. government, attempting to create
superhumans. Based in England, they experimented on a volunteer, soldier
Clyde McCoy, dousing him with low intensity gamma rays. Had the
experiments succeeded, Clyde was to be sent into combat codenamed
Mainman. Instead he violently burned to death. The British government
dropped Caine's funding, and he moved to Italy to continue his research.

Given that McCoy was experimented on in England in experiments funded by the British government, it seems reasonable to think he was probably British himself, and since he was said to be a soldier, presumably he was in the British Army. Caine recalls the experiment taking place in 1963, ten years before the birth of some of the future members of the superteam Gemini. Since the Gemini members appear to be twenty-somethings, and the story was published in 1996, this strongly suggests the 1963 date to be topical - it's thirty-three years or so prior to the main story.
Since he apparently burned to death in a fire violent enough to ignite his entire body and reduce him to bones, and swift enough to do so while he was still aware of what was happening, whatever powers he gained may well have been fire related.
