History: (Inhumans I#5 (fb)) - A Kree energy source fell to Atitlan, hitting Leonus, who ended up in its mental control. Leonus then touched Stallior, converting him to the cause. The two of them freed Maximus the Mad, who gathered other Inhumans to their cause, including Aireo, Falcona, Timberius, and Makus. (These Inhumans could have been under the control of the Kree energy, or Maximus's mental powers). They seized control of the city, capturing Crystal and Quicksilver, hanging them from the ceiling and threatening to kill them if the others didn't surrender.
(Inhumans I#4) - When the Royal Family returned to Attilan, Iridia flew up to try and warn them about Maximus, but she was shot out of the air with a laser cannon. Maximus and his allies welcomed the royals back while issuing threats.
(Inhumans I#5) - Maximus and his allies chained up Black Bolt, Medusa, and Gorgon, but Lockjaw escaped with Karnak and Triton. Leonus and Stallior were chaining up Black Bolt, Medusa, and Gorgon when Maximus saw Lockjaw escaping with Karnak and Triton. Timberius and Makus were sent after the escapees.
(Inhumans I#6 - BTS) - Maximus and his allies were defeated.
Comments: Created by Doug Moench, George Perez, and Vince Colletta.
Makus only appears once, on the final page of Inhumans I#4. He is not clearly identified, so the character showcased as Makus here is the only one of Maximus' allies from this page who is not previously identified. Maximus yells an order to Makus in issue 5, but Makus isn't shown. So Makus is a pretty big mystery, a haphazard alliance with the "evil Inhumans", he could have been mind-controlled, and he faded away into obscurity afterwards.
