History:
(Daredevil I#221 (fb) - BTS) - Half-German and half-Italian, Emilio Reuss inherited his family's centuries-old castle (passed down to him by his mother), Palazzo di Pesce, in Venice, Italy. He made the castle the base of operations for a group he joined, the Council of Ten, which was named after a 13th century group that sought to usurp the government. An admirer of Mussollini, Reuss and the Council established themselves as neo-fascists and began putting long-term plans in place to usurp and replace the governments of the world. They stole inventions and patents as needed to support their cause, justifying their criminal actions with ideas about the greater good. Worried about the structural integrity of the castle, Reuss had an engineer take a look, ensuring him that the foundation would hold for another year before it collapsed.
(Daredevil I#220 - BTS) - Reuss had his agent Silvio Gulio go to America to steal some patents from the deceased industrialist, Maxwell Glenn. The patents were sent back to Reuss.
(Daredevil I#221) - In Venice, Reuss bragged about his accomplishments to the Council. When the American super hero Daredevil entered, Reuss sent a robot knight against him and triggered a series of death traps, including a dropped cage and a pit full of swords. Apprehended, Daredevil promised to go easy on Reuss if he surrendered, but Reuss marched Daredevil, tied up in ropes, to a section of the castle, where they walled Daredevil up behind brick, where Reuss laughed he would starve to death or be eaten by rats. A priest in the Council was concerned about letting the hero die, but Reuss silenced him. When the foundation of the castle began to shift, Reuss panicked and ordered the Council's resources to be gathered, but Daredevil, who had escaped, attacked and swiftly defeated the Council. Reuss rushed into the chapel and grabbed a sharp candlestick to use as a weapon. Reuss charged Daredevil but the wall collapsed on Reuss, leaving him seemingly dead.
