History:
(Daredevil I#340 (fb) - BTS) - Councilman William Robins was caught on video shooting up heroin. The Kingpin used this video to blackmail him, making various demands over time.
(Daredevil I#340) - Robins was summoned by Kingpin and shown in by Cogger. Robins was initially defiant, but then apologized and handed Kingpin a file he had demanded, on the witnesses in the Jerry Sabini murder, who were now in witness protection.
