History:
(Daredevil I#248) - As Matt Murdock chatted with him, young Tyrone was working on sailing his paper boat when it went under the water. Tyrone dove underneath to find the boat and a chemical drift (released by Kelco Industrials) hit him in the eyes, blinding him. He called out in pain and panic and Murdock rushed the boy home. Later, Tyrone (under eye bandages) went with Murdock and his dad to the police station, where Detective Crockett took a report but realized he couldn't go any farther after seeing Murdock was blind. Tyrone cried after Murdock, saying he knew he could see, as Tyrone's father grew angry about the false hope they had been given.
(Daredevil I#251 - BTS) - Tyrone's dad joined with others (including Gunner) to start vandalizing Kelco properties, making political statements against them.
(Daredevil I#255 (fb) - BTS) - Tyrone was admitted to a School of the Blind.
(Daredevil I#254 (fb) - BTS) - Matt kept working on Tyrone's case, and visited the boy, trying to help him master his other senses so he could survive.
(Daredevil I#254) - Matt continued to make progress on Tyrone's case, but he worried about the boy's future and how he would cope with being blind. After helping cops like Eddie, Daredevil went into Tyrone's room and, saying he was Matt, kept working with the boy on sense development. Sensing his anger, Tyrone asked Matt why he hated him, and Matt hugged the boy tight, saying he only wanted to help him. Later, Matt put Tyrone on a stool and told him to walk to another; when Tyrone tried, he fell but Matt caught him. Tyrone said Matt was strong and tough, but Tyrone was getting used to being blind and remembering how color used to look in his mind. Later, Tyrone was with his dad when Matt recruited a new aid for the boy, Mary (not knowing she was Typhoid Mary, who'd been hired by the Kingpin after she intimidated his agents, including Chuck).
(Daredevil I#255 (fb) - BTS) - Mary began working with Tyrone, and he started showing progress.
(Daredevil I#255) - Mary and Tyrone visited Matt, and Tyrone was eager to show his progress in mastering his senses. Tyrone heard Karen call to leave a message, but Matt and Mary weren't answering, and he called out, wondering what they were doing. Tyrone later went to court with his dad and sat with Karen, as David represented him against Kelco. Judge McCarr presided. Tyrone took the stand in his own trial and grew nervous and overwhelmed by the large room with all the people in it.
(Daredevil I#256 (fb) - BTS) - Mary taught Tyrone more, and he learned to navigate his own room well. By her assessment, he even forgot he was blind for a moment. Mary picked up Tyrone to take him to court.
(Daredevil I#256) - At court, Tyrone greeted Matt, but Matt was only focused on Mary, leaving Tyrone feeling unseen and like he didn't matter. On their way into court, Matt grabbed Tyrone's shoulder, and the boy commented that he was squeezing too hard. In the courtroom, the jury ruled against Kelco, awarding Tyrone enough to cover medical bills and all potential future earnings.

Um, so there actually is a Kelco Chemicals in China, founded in 1993.
