Strength levels are probably proportional to his size (class 100). He could resist damage from conventional weapons, including tanks and fighter jets, but was vulnerable to radioactive attacks.

Weight: Unrevealed (extremely heavy, but maybe he possessed hollow bones)

History:
(Journey into Mystery I#58/2 (fb) - BTS) - The past of Rro is unknown, but it lived somewhere many miles beneath Earth's surface.
(Journey into Mystery I#58/2) - When the US government had a hole dug in New Mexico to reach the center of the Earth, Rro was apparently hit by the drill they were using. Engineer Mark Garnett, who oversaw the dig, climbed down the hole to find out why the drill had stopped and saw Rro at the bottom of the pit. Scared of the monster Garnett returned to the surface and ordered to fill the hole up again as fast as possibly, but after his encounter with a human Rro sought to teach humanity the secrets of his world and climbed to the surface, even though tons of Earth were dropped back into the hole. When Rro reached the excavating site everyone fled from the gigantic dragon. Rro ascended into the sky and headed to San Francisco where it hovered above the city, scaring everyone when he landed. The military attacked Rro with tanks, rocket launchers and machine guns, but nothing hurt him. Confused and frightened by the savage attacks Rro took into the sky again where he was attacked again by the US Air Force's newest fighter jets. Rro returned to the excavation site in New Mexico where he descended back into the bottomless pit.
Rro soon returned with a box containing hieroglyphics on the inside that revealed who he was and that humanity was forbidden to trespass into his world ever again. The military shot Rro with an atomic cannon before it could fly away again and Rro dropped to the ground and slithered back into the bottomless pit.
(Journey into Mystery I#58/2 - BTS) - Two months later scientists had deciphered the message inside the cylinder Rro had brought to the surface. The message revealed that Rro was an intelligent creature from a world within the bottomless pit, who sought to teach humanity the secrets of his world, but humanity frightened and confused him with their attacks and where from this day on forbidden to ever trespass the world beneath the Earth again.
(Journey into Mystery I#649 (fb) - BTS) - At some point Rro was banished to the Isle of Exile by Asgardians.
(Journey into Mystery I#649) - Rro escaped from the Isle of Exile and rose from the depths of the Earth, breaking through a street in Tokyo, but the Japanese people recognized Rro, acknowledged his presence and then continued unafraid of the dragon with their lives as usual, which left Rro baffled.
Comments: Created by unidentified writer and Don Heck (artist).
Journey into Mystery with Sif as main character showed a few old Marvel Monsters in its first arc, but the artist clearly relied on splash pages and covers for the look of said monsters and not the actual stories. Sometimes the monsters looked different in the actual story due to a different artist drawing them. Case in point Rro, who looked nothing like the Rro from the story, but more like the monster seen on the cover of Journey into Mystery I#58. Same happened with the robotic Ruler of Earth.

CLARIFICATIONS:
Rro should not be confused with:
Mark and Martha Garnett should not be confused with:
(Journey into Mystery I#58/2 (fb) - BTS) - Mark was married to Martha, who was often scared when he took on a new engineering assignment.
(Journey into Mystery I#58/2) - The US government offered engineer Mark Garnett the job to dig a hole straight to the core of the Earth so they could explore regions no man has ever dared approach.
When Mark told his wife Martha about the job and she asked him not to go through with it because she was scared it would be dangerous. He tried his best to convince her that he knew what he was doing because he was a good engineer and never took any unnecessary risks. In the end he took the job despite her protests.
One week later Mark flew to New Mexico. He soon arrived at the excavating site and when he saw that everything was in order he gave the command to start the drill.
At some point the drill suddenly stopped to the surprise of everyone. Mark climbed down the hole to find out why it stopped and asked the others to pull him up again when he tugs the rope. At the bottom of the hole he found a gigantic dragon. He frantically tugged at the rope to be pulled up again and when he reached the top asked everyone to fill up the hole again as quick as possible, but the plan failed. Despite pouring tons of removed Earth back into the hole the gigantic dragon reached the top. Matt and everyone else fled the excavating site and decided to inform all nearby military bases to stop the monster. Matt watched the dragon ascend into the sky.
Matt was present when the dragon returned to the hole after the military attacked it numerous times. He hoped it would never return, but it did and brought something with him. Matt prompted the military to act quickly before the dragon could fly away again and they fired their atomic cannon at the dragon. The dragon fell to the ground and returned to the bottomless pit. Matt watched as the military retrieved the container the dragon had brought to the surface. It had hieroglyphics engraved inside and the military decided to send it to Washington for study.
Matt returned home and told his wife that her intuition was correct this time and that the whole world was lucky that the monster was gone.
