History:
(X-Men II#100 (fb) - BTS) - Static and the Neo lived peacefully for years until the High Evolutionary, influenced by Mr. Sinister switched off the X-gene in all of Earth's mutants, resulting in many Neo's death.
(X-Men II#100 - BTS) - Static joined Domina and her Warclan in search of revenge against those responsible for their suffering and set her sights on the X-Men in the opening salvo of their war against humans and mutants.
(X-Men II#100) - Static and the Warclan had made their way to the St. Michael's Church Complex in Brooklyn where Rax shot the X-Man Nightcrawler. Nightcrawler, however, sensed Rax's crossbow a split second before impact and teleported away although severely injured. Static was present when Jaeger decided to go after the mutant and finish the kill while the group would stay behind and wait. However, not long after Jaeger was killed by Cecilia Reyes who tried to save Nightcrawler and inexplicably used what she thought to be a defensive shield to manifest spikes and kill the Neo.
(X-Men II#101 - BTS) - Static was presumably present when Jaeger's body was recovered and Domina decided to make the St. Michael's Church Complex their stronghold.
(X-Men II#102 - BTS) - During her first fight against the X-Men, Domina explained she could use the powers of those in the Warclan as her own. As such Domina revealed she could use Static's abilities to scramble the mutant's powers.
(X-Men II#106) - When the X-Men returned to save Jones and Reyes from the Neo stronghold Static was amongst the Warclan facing the X-Men. During the battle Psylocke used her telekinesis to hurl Colossus towards Static but overshot the target. Static, nonetheless was surprised to see the steel-like mutant fly by. In the end one of the Neo, Elysia, stepped in to convince the X-Men were not their enemies. Though unconvinced, Domina allowed the X-Men to leave.
(X-Men: Giant-Size#1 - BTS) - Because most Neo lost their powers after M-Day, no live Neo was born for over a year. When new mutants began surfacing, the Guardian Clan invaded Utopia to learn how mutants restarted their race, but the enigmatic Evolutionaries apparently disintegrated them and all other Neo worldwide to protect mutantkind.
Comments: Created by Chris Claremont (writer), Leinil Francis Yu (pencils), Mark Morales (inks).
Static's powers were never seen on panel.
The Neo received a profile in the X-Men - Earth's Mutant Heroes (2011). The Neo were a society of Homo sapiens superior, an evolutionary offshoot of humanity born with the mutant X-gene, which gave them superhuman abilities. The Neo lived in seclusion for many generations and believed they were superior to humans and other mutants.
