Powers/Abilities: The Surgeon General is proficient at using scalpels and knives to slash at her targets when threatening, or to remove organs with precision. She uses disguises and deceit to trick her targets. In combat, she has used various gasses, hypodermic needles, vehicles, and explosives. Surprisingly strong for her size, Surgeon General briefly commanded a team of men that helped her steal organs from others.

History:
(Daredevil I#306 (fb) - BTS) - An employee at a medical supplies company, Angeline Kutter developed a plan to sell pilfered organs on the black market for extreme profit. She formed business contracts with Mr. Addams and others, who put in orders for various organs. Kutter formed the costumed identity of the Surgeon General for herself, then recruited several men to aid her in the organization, including Jebediah and Freddy. Kutter began going out to nightclubs and bringing men home with her before stealing their organs.
(Daredevil I#305 (fb) - BTS) - The Surgeon General claimed organs from 12 men, and the newspapers picked up the story.
(Daredevil I#305) - At a dance club, Angel picked up a handsome man named Bobby, lured him back to her place, then changed clothes and removed his kidney before leaving him in the park, to be found by mugger Kenny and his friend; Daredevil got Bobby in for help with medical professionals, including Jackson. Later, Angeline, or Angel, met "Peter" (secretly Spider-Man) at a club and invited him upstairs, where she changed into her costume before Daredevil attacked her. She used blades and gas against him, but then Spider-Man attacked as well. The Surgeon General went running through the club, slashing at patrons like Jenny with her blade to distract the heroes. Jebediah drove her to safety, then pushed Daredevil free with some of their van's payload while they escaped.
(Daredevil I#306) - Surgeon General and Jebediah moved to another base and met with Mr. Addams, one of her investors, insuring him that everything would be fine. Surgeon General saw a popular restaurant's patrons receive food poisoning, then her team intercepted the emergency calls. She and her team showed up and contained the staff, including Mr. Cestone, then began removing organs, but Daredevil and Spider-Man found them. After they defeated her man Freddy, Surgeon General went running, trying to inject Daredevil with a hypodermic needle and tossing a medical cart at him. When she released gas from a tank at the heroes, she inadvertently caused an explosion, blasting them all below. As she saw her operation shutting down and realized the financial costs, she slashed at Daredevil with a knife and accidentally slit the main artery on her left right wrist. Losing a lot of blood she collapsed. Daredevil bandaged up her wrist, then handed her over the authorities alongside Spider-Man. She was taken away in an ambulance.
