Powers/Abilities: Vice Agent once built himself a costume that ultimately had no capabilities. Vice Agent is in great physical shape, and has used intimidation and threats to rob other criminals.

History:
(Daredevil I#351 (fb) - BTS) - A man designed a bulky costume for himself with non-functioning weaponry and called himself the Vice Agent, then he began extorting local criminals for half of their criminal earnings, including Vice Agent, Drake, Francis, and Stanley. He maintained the ruse that he had powers by delivering frequent threats.

(Daredevil I#351) - Vice Agent went to collect money from Turk and the others, hearing that Daredevil had been stopping more of their robberies lately. After delivering some threats, Vice Agent tried convincing the criminals that he was doing them a favor by taking their money, trying to teach them to be better at crime. Later, Daredevil questioned Turk after he made an arms deal with Drake, Francis, and Stanley, and he got intel on the Vice Agent. Vice Agent was frustrated when more criminals only gave him pocket change, but then Daredevil attacked, dismantled the villain's gear, exposed him as a fraud, and turned him over to the police.
