slipped away
from his home and was playing in the vicinity of the Arthur Street
Bridge. He
slipped through the guardrails at the overlook and was playing by
falling
backwards and catching the bars at the last second.

Given this was a role-playing game accessory, what heroes the boy dealt with was up to the players. You could earn Karma points for rescuing the boy before he fell (and he would fall if you took two rounds to do anything) or catching him after he fell. If the boy died, the hero would lose all Karma points and if they were in costume at the time, the press would blame the hero and they lost ten points in popularity.
The boy was
never identified by name nor was he ever seen so his physical stats
were impossible to determine. Also, Karen Novak and Jeff Grubb were
credited with the game accessory but it wasn't specified what their
actual credit was. Presumably, they were the writers of the module
since most of the artwork was reused from existing Marvel comics.
