Powers/Abilities: Blizzard wore a duplicate of Gregor Shapanka's Blizzard suit Mark I, which contained microcircuited cryogenic units, enabling him to project intense cold through his gloves' ducts. His sleeves contained tubing that carried water to miniature electric turbines in his gloves. The Blizzard could shoot water from his gloves while freezing it to snow flurries or ice. The Blizzard's costume was insulated from the harmful effects of intense cold.

(Marvel Holiday Special I#2/7 (fb) - BTS) - At some point Randy was sent to prison for robbing a liquor store. When he got out he moved in with his mother and failed to get a job for two months.
Before he was sent to the Vault Donny Gill gave Randy a spare Blizzard suit (a duplicate of Shapanka's Mark I suit) to take care of.
(Marvel Holiday Special I#2/7) - Around Christmas Randy returned to the Paragon Employment Agency Randy and was once again told that there were currently no suitable positions open for him and to check back after the holidays. Randy got angry because he was sure there was never an open position for due to his criminal past. Realizing how most people he grew up with were in prison, including Bragger, Junior Lee and Donny Gill, he decided to become a super-criminal by donning Donny's spare Blizzard suit. He went to Stark Enterprises in Los Angeles, created a snowstorm and challenged Iron Man to a battle. Iron Man quickly got rid of the ice hammer created by Blizzard, but was then blindsided by this new Blizzard, who used the snowstorm as a distraction to encase Iron Man in ice at absolute zero. Iron Man activated his jets and dropped to the ground to break the ice. Iron Man then blinded Blizzard with his chest beam, ripped the ice generator off of Blizzard's back and hit him over the head. Randy lamented his failure to defeat Iron Man, go straight and find a job. Iron Man overheard what he said and took pity on him, offering him a job. Randy took off his mask and gladly took this second chance.

According to an editorial note the story took place well before current Iron Man issues. Gill's handbook profile placed it at some point after Iron Man I#240 (March, 1989) and before his next appearance as Blizzard in Iron Man I#285 (October, 1992) when Tony Stark was believed dead. The Marvel Chronology Project placed it after Avengers West Coast#79 (February, 1992), which sounds reasonable.
