History:
(Spider-Man Magazine I (#16) - "Super Heroes & Villains" story) - Blizzard was a superhero able to create blizzards and icebergs who was known to battle not only Magneto but Fire-Man, Dr. No-Good and Hurricane.

     Blizzard is a product of the 1994 Spider-Man Magazine's "Super Heroes & Villains" (originally called "Create Your Own Super Hero or Super-Villain") section that ran in most issues of the magazine. In the case of Blizzard, he was created by (then) 6 1/2-year old Jake Jordan of Lawrence, Kansas. Due to Blizzard's nature as a fringe character, there is no evidence to support Blizzard's existence on Earth-616 but there is also no evidence to suggest he isn't native to Earth-616 either...

    No origin was given for Blizzard but I'm leaning more towards him being a mutant, given his enmity with Magneto and how his powers do not appear to be tech-based.

    Blizzard's physical stats were impossible to approximate, as he was never seen next to any other character to allow an educated approximation....

    Blizzard appeared in the 16th issue of Spider-Man Magazine but later issues of the magazine did not have numbers, only seasonal dates (such as "Winter 1996" in Shadow's case). Later reprints of the exclusive comics from the magazine have given the issues numbers to better differentiate which issue came out when.

    Blizzard's eye and hair color were also impossible to determine, as he appeared to only been in a full costume that obscured his face. Speaking of costumes, any similarity between Blizzard and the black-costumed Spider-Man is purely coincidental, I'm sure...

    I especially think it's neat that Jake Jordan decided to have Hurricane, previously mentioned as an enemy of the two-headed Strend & Minth in Spider-Man Magazine I#6, be an enemy of Blizzard as well, creating a sort of continuity between the characters created for Spider-Man Magazine. It's not the first instance of that happening but I like the idea of the characters being in a connected universe.
