Powers/Abilities: As a Glx, Chleee's body is silicon-based, rather than carbon-based like humanity.
He survives by eating metal, which he can absorb even in the form of bullets fired into his chest.
Native to an arid environment with a gravity 182% of Earth, and larger than average humans, Chleee most likely had some degree of superhuman strength (likely "enhanced human," lifting over 800 lbs., but less than 2 tons).
Chleee could use his molecular transfuser to rearrange/destroy existing metals (at least) and restructure/transmute/replace them with other structures, such as the Energy Synthecon (see comments) of Hammer and Anvil.
Chleee can pilot (although he did crash it under unexplained circumstances) and/or repair (see comments) an unidentified starship.
Height: Unrevealed (the average height of the Glx is listed at 8'. In the one panel in which he was
seen in comparison to Hammer and Anvil (both of known height), Chleee
towered over them, although he was bent over on the shore while they
were on a lower level in a stream; I think Chleee was closer to 9'
based on that)
Weight: Unrevealed (I think
given the size of his noggin as well as his wide shoulders, if he were
6' tall, he'd be like 220 lbs.; so, at 8' that would make him about
520 lbs.; at 9', that would make him close to 745 lbs....but, his race is silicon-based rather than
carbon-based -- per
OHotMU engineering expert Mike Fichera, that would increase his weight
by 24.1%, so more like 645 lbs. at 8', and more like 925 lbs. at 9')
Eyes: Pale yellow (no visible irides)
Hair: None (the Glx have some grid pattern on the top of their
heads, but no obvious hair)
Skin: Pale yellow

Chleee has a broad head with a flattened top, with a grid pattern at its
top; he has three fingers and a thumb on each hand
History:

Edition#17: Hammer and Anvil entry) - Chleee of the extraterrestrial Glx race
was in a starship that crash-landed on Earth under unrevealed
circumstances (see comments).
(Incredible Hulk II#182) - Mortally wounded, Chleee
approached a pair of human strangers -- recently escaped convicts Johnny Anvil and Leroy "Hammer" Jackson, still connected at the
wrists via a chain -- a short distance from his starship, beseeching
their aid (while he did not identify himself, his race, etc., his
starship, his referring to the humans as planet-dwellers at least
implied that he himself did not dwell on their planet).
Not trusting the alien, Hammer
shot him four times with the gun he had stolen from a prison guard.
However, as Glx's race absorbed metal to survive, this intended assault
ironically saved Chleee's life (or at least it restored his health
sufficiently to put him out of danger of imminent death). Surprising the
humans when his astonished expression turned into a smile, Chleee
thanked them for preventing his termination. When questioned, he
explained "the metal you injected has
been absorbed and will sustain internal existence support-systems."
Continuing that they must be paid for their
generosity, Chleee commented that the chain was a drab adornment
unworthy of them, and he used his molecular transfuser to shatter the
chain and then create a new bond between the two in the form of an
energy synthecon (see comments).
When the fleeing convicts objected to still being
connected (as they had hated each other up to this point), Chleee
explained its nature, and he demonstrated its power by convincing them
to run the energy synthecon through a large tree (which he referred to
as a "vegetarian growth"). When their reluctant rush led to their bodies
charging with energy and the synthecon slicing through at least a couple
feet of solid wood, felling the tree, both men were convinced. As the
two celebrated, Chleee headed back to his starship, unnoticed.
(Incredible Hulk II#182 - BTS) - Chleee's ship took off, the "sound of cosmic thunder" alerting Hammer and
Anvil to his departure, and they viewed as "a shining metal star
returned to the heavens once more."

There is no discussion of why/how Chleee crash-landed on Earth. In fact, it isn't even covered in the original story...he's just shown as wounded with a ship in the background. Within minutes of being healed, his ship was able to fly away again, so it must have had repair/back-up systems...or something. Maybe he was able to repair it before his wounds started getting the better of him.
We didn't learn his name or his race
in the 15 panels that covered his existence. Those were revealed in the
Official Handbook of the Marvel Universe I#4: Appendix to Alien Races:

Perhaps it's time for the long-awaited series, "The
Secret of Chleee."
Chleee called the device he created for Hammer and
Anvil an "energy-synthicon." In Marvel Team-Up I#86, Ivor
Carlson of the DRC called the version they repaired or recreated an
"energy synthecon. The Official Handbook of the Marvel Universe Deluxe
Edition#17 entry on Hammer and Anvil calls it an energy synthecon, as does
Hammer's Master Edition#4 entry, although the Offical
Handbook of the Marvel Universe I#4: Appendix to Alien Races: Glx entry
and the Official Handbook of the Marvel Universe Deluxe
Edition#15: Appendix to Alien Races: Glx entry both call it an "energy
synthicon" (without the hyphen).
"Energy synthecon" is the most popular usage, even
though "energy-synthicon" was the precedent.
Hammer and Anvil encountered the Hulk shortly after his first encounter with Wolverine (James "Logan" Howlett), which took place in Quebec, Canada. After being briefly gassed by the Royal Canadian Air Force, captured and flown through the air, the Hulk broke free and escaped, aimlessly wandering for a day, and "the province of Quebec <was> soon lost in the distance". That's when he encountered Crackajack Jackson, who was in a wooded area en route to see his son in prison; they then made their way to the "state prison," where they encountered Hammer and Anvil, who were returning to use their new powers to punish their former guards. As far as I know, it was never spelled out where this prison was. If the Hulk is leaping, he can cover a mile in a single jump and cover a lot of ground quickly, but if he's just walking, which is what "wandering aimlessly" implies to me, I wouldn't think he'd go more than perhaps a dozen or perhaps a couple or a few dozen miles.
Perhaps it was Clinton Correctional Facility, above, in Dannemora, N.Y. The maximum-security prison is about 30 kilometers (18.6 miles) south of the Canada-U.S. border between Quebec and New York state.
Please note a somewhat rare correct usage of the term "ironic" in this profile. Coincidence is not irony, people.
I'm guessing Chleee's name is pronounced the same as
"chili" -- maybe it's a reference to Crackajack Jackson introducing
the Hulk to beans in that same issue.
