Flats housed an old dilapidated factory that the sorcerer Necrodamus
used to house captured angels including Barachiel. The demon Beleth
met Necrodamus at the
factory. It later served as the site for the covenant between Heaven
and Hell that occurred once every thousand years, with the angel
Michael representing Heaven and demon Beleth representing Hell. During
the covenant, supernatural heroes Ghost Rider (Johnny Blaze), Blade
(Eric Brooks), Daimon Hellstrom and Satana battled Necrodamus and his agent Razan the Night Jackal to prevent Necrodamus from disrupting the covenant.

History:
(Spirits of Vengeance I#2) - The
demon Beleth drove into Gethsemane Flats to meet the sorcerer
Necrodamus. Meeting at what appeared to be an old, abandoned factory or
barn, Beleth wondered why he had to drive out into the middle of the
boondocks to meet with such a low-tier sorcerer. Necrodamus suggested a
short demonstration and led Beleth into the building, where a small
number of angels were being held captive upside down. Necrodamus then
bragged about a weapon that would end the timeless war between Heaven
and Hell before presenting a gun which he used to apparently kill the
captured angels, garnering Beleth's full attention.
(Spirits of Vengeance I#3) - While still in the abandoned factory/barn in Gethsemane Flats, Necrodamus explained to Beleth the history of the enchanted silver pieces he would use to kill more angels and how he came about them. Looking up at the deceased angels, Beleth responded that Necrodamus had killed foot soldiers and would need a good weapon if he intended to kill the archangel Michael at the covenant between Heaven and Hell.
(Spirits of Vengeance I#4 (fb) - BTS) - Gethsemane Flats was chosen at the site for the covenant between Heaven and Hell.
(Spirits of Vengeance I#4) - When the covenant began, Johnny Blaze and the vampire hunter Blade witnessed a burst of energy emanating far in the distance and, knowing the covenant would be that night, the two drove off on motorcycles towards Gethsemane Flats, passing the welcome sign as they entered the town. Portals from Heaven and Hell soon opened and the angel Michael emerged from Heaven's portal, with the demon Beleth emerging from Hell's portal.
(Spirits of Vengeance I#5) - Still in Gethsemane
Flats, the angel Michael revealed rumors that Beleth had been colluding
with another to undermine the covenant but Beleth insisted he had
broken no rules. Meanwhile, Daimon Hellstrom and Satana regrouped with
Johnny Blaze and Blade on the outskirts of Gethsemane Flats. Soon
after, the sorcerer Necrodamus drove into town and the heroes set out
to stop Necrodamus from entering the covenant.
