Powers/Abilities: Gregor Hersh was a normal human without any superhuman abilities. As a Grand Inquisitor of Hydra he would've received extensive combat training and would supposedly be an excellent hand-to-hand combatant and have the knowledge to use firearms among other weapons. His weapon of choice was a large knife which he carried on his belt. Hersh was a trained interrogator.

History:
(Wolverine: Black, White & Blood I#1/2 - BTS) - Hersh was drafted into Hydra where he became its Grand Inquisitor. Hersh was stationed in a small Hydra castle in an undisclosed location in Hungary.
(Wolverine: Black, White & Blood I#1/2 (fb) - BTS) - Hersh learned S.H.I.E.L.D.’s Nick Fury had made his way to Budapest searching for the Hydra castle. He then send his Hydra to go and locate Fury.
(Wolverine: Black, White & Blood I#1/2 (fb)) - After two weeks of searching, Hydra finally located Fury near the Szechenyi bridge where he was seen handing documents to Wolverine (Logan). Hydra, however, was unaware the meeting was staged by Fury and Wolverine to attract their attention and getting Wolverine near Hersh. As such Wolverine was captured by Hydra as planned and brought to Hersh.
(Wolverine: Black, White & Blood I#1/2) - Hersh triumphantly confronted Wolverine convinced he’d thwarted Fury’s plan. It wasn’t until Wolverine revealed he carries an explosive inside his body Hersh realized he was played. Wolverine detonated the explosive, killing the Grand Inquisitor, destroying Hydra castle and thus permanently dealing with Hydra’s activities in Hungary.

Although the issue is only in black, white and red it seems like Wolverine is wearing his brown X-Men costume which would place this adventure somewhere after X-Men I#139 (1980).
