History:
(Machine Man I#19/Spectacular Spider-Man II#56 (fb) - BTS) - Ed
Haggerty went to represent the Daily Bugle at the costume party being
thrown by the Delmar Insurance Company on the unveiling of their new
high-security embassy building. When the terrorist Jack o'Lantern
invaded the premises to seize hostages, he was fought by Machine Man. Ed
observed the fight and found it unsettling to his nerves.
(Spectacular Spider-Man II#56) - Returning to the Daily Bugle, Haggerty began to describe the encounter to his impatient publisher J. Jonah Jameson and other staffers, including Shirley, who brought him a mug of coffee. Jameson was unamused to learn Haggerty hadn't taken any photographs of the battle but Haggerty replied that no rival newspapers had taken photos either because they were so frightened. Freelance photographer Peter Parker then entered, having been lucky enough to snap a photo of Jack o'Lantern being wheeled into St. James Hospital by the police. Peter cagily held Jonah up for immediate payment on the photographs so that Haggerty's story on the event could go forward.

Although Haggerty didn't appear in
Machine Man I#19 he was drawn by Shooter and Mooney to look like a
Ditko character.
Well, we don't
know for sure if he appeared on panel or not, really. There were
several people seen in costumes at the party in Machine Man I#19, some
of which do appear to be bald or have things covering their head. We
know that Haggerty was present at the party so it stands to reason that
one of these costumed patrons would be Haggerty, even though he went
completely unidentified or even noticed. There's a bald man with his
back to readers in the issue that could be Haggerty. There's also a
balding man with black hair dressed as a clown with white face paint.
There's a costumed pirate seen a couple of times with a bandana
covering any hair that could be Haggerty with a fake beard...--Proto-Man

Shirley was a Daily Bugle employee. As Haggerty recounted the experience of witnessing Machine Man's fight with Jack o'Lantern, Shirley brought him a coffee to help steady his nerves.
