Powers/Abilities: Jailbait had the ability to create telekinetic force fields around others. Having the appearance of a cage made of electricity, the force fields are strong enough to temporarily restrain the Hulk, although he was able to break out of the force fields with effort. 

    The maximum size of Jailbait's force fields is unrevealed, although they have never been shown to be larger than necessary to entrap a single person. The duration for which Jailbait is able to maintain these force fields, whether indefinitely or only for a limited time, is also unrevealed.

History
(Incredible Hulk II#345) - Jess Harrison was a teenager living in Middletown, Arizona. Her parents vocally disapproved of her relationship with fellow high-schooler Louis "Lou" Lembert. Frustrated at being kept apart from each other, Harrison and Lembert planned to leave Middletown and run away together. However, mere hours before they left the town, the Leader detonated a gamma bomb in Middletown, destroying the town and killing nearly all its inhabitants. 

(Incredible Hulk II#346) - Harrison and Lembert both survived the destruction of Middletown, and were mutated and empowered by the gamma radiation. The United States military detained Harrison and Lembert, along with three other survivors (Diane Davids, Burt Horowitz, and Jason McCall), and began transporting them in an armored truck. The Leader commandeered the truck and drove away with the five Middletown survivors in tow.jailbait-hulk-hulk-in-field

(Incredible Hulk II#366 (fb) - BTS) - Mutated by the gamma radiation, Harrison gained the ability to create psionic force fields. Harrison took the name Jailbait and, together with the other Middletown survivors and Rock and Redeemer, began serving the Leader as a member of the Riot Squad. The Riot Squad took up residence in the Leader's Arctic base, Freehold.

(Incredible Hulk II#366) - The Leader transported the Hulk (who was dying of poison at the hands of Madman) to Freehold. The Riot Squad promptly attacked the Hulk upon his arrival, and Jailbait briefly trapped the Hulk within a force field. Although the Hulk broke out of the force field before long, the Riot Squad's superior numbers soon had the Hulk at a disadvantage. The Leader, however, ordered the Riot Squad to cease their attack. The Leader then informed the Hulk of his true motive for transporting him to Freehold: the Leader perceived Madman as his and the Hulk's mutual enemy, and he offered to send the Hulk to Madman's location.

(Incredible Hulk II#367) - Jailbait was present as the Leader teleported the Hulk to Madman's location.

(Incredible Hulk II#397) - The Leader sent the U-Foes to invade the Pantheon's headquarters, the Mount. Following the U-Foes' initial assault, the Leader teleported in with Jailbait and the rest of the Riot Squad to continue the attack.

(Incredible Hulk II#398) - Jailbait joined the Riot Squad and the U-Foes in a battle against the Hulk and his Pantheon allies. Jailbait briefly trapped the Hulk within a force field, although he soon disrupted it and broke out. The battle ended when the Leader and Agamemnon announced that they had reached an agreement.

(Incredible Hulk II#399 (fb)) -  Jailbait was present as Agamemnon explained that he had agreed to provide the Leader with the Pantheon's aid in defending Freehold against the forces of Hydra, much to the Hulk's consternation. The Leader then teleported Jailbait and the rest of the Riot Squad back to Freehold.

(Incredible Hulk II#400) - Jailbait and Hotshot showed Rick Jones (whom the Leader had manipulated into alliance) around Freehold, and they expressed their belief in the Leader's work and mission. Later, Jailbait participated in the defense of Freehold against the attacking forces of Hydra. During the battle, Hotshot was shot by Hydra forces and badly injured. Jailbait tended to him as the battle continued around them. The conflict ended when the Hulk intervened and threw the Leader into the Soulman's revivification machine, the Deus Ex Machina, causing an explosion that rocked Freehold.jailbait-hulk-forcefield

(Incredible Hulk II#401) - Jailbait tended to Hotshot as he recuperated in a medical facility within Freehold. Following the Leader's apparent death, Omnibus approached Jailbait and Hotshot concerning his (Omnibus') taking over leadership of Freehold and its inhabitants.

(Incredible Hulk II#438) - As Jailbait and Hotshot walked around Omnibus' laboratory and looked at his experiments. Omnibus entered the lab and shouted at them to leave.

(Incredible Hulk II#439) - Jailbait entered Omnibus' laboratory once more to see the mice on which Omnibus had been experimenting. When Omnibus entered the lab, Jailbait hid under a desk to avoid his ire. While hiding, Jailbait overheard Omnibus's communications to his agents in the field, and learned that Omnibus was responsible for a series of terrorist attacks that had been carried out in the name of a fictitious "Alliance."

(Incredible Hulk II#440 - BTS) - Jailbait informed Hotshot and the people of Freehold of Omnibus's terrorist activities.

(Avengers I#397) - Jailbait and Hotshot inspected the site near Freehold where the Hulk had recently battled Thor, and where the United States government had detonated a nuclear device. The Avengers came upon the scene as they searched for Thor and the Hulk. Jailbait and Hotshot fled, but the Avengers quickly subdued them and brought them aboard the Avengers' Quinjet. Hotshot explained to the Avengers that Omnibus had acted alone in initiating the recent terrorist attacks, and that the people of Freehold would ensure that justice was served. Jailbait and Hotshot refused to reveal the location of Freehold to the Avengers out of concern for the privacy and safety of its residents. Nonetheless, the pair informed the Avengers of the location of Omnibus' last remaining bombs, and the Avengers rushed to defuse them, bringing Jailbait and Hotshot along with them. Jailbait accompanied the Black Widow and Thor to New Orleans, Louisiana and located the bomb. Thor neutralized the bomb by using his hammer to open a portal to another dimension, and funneling the bomb's explosion into it. The Avengers then took Jailbait and Hotshot back to Avengers Mansion, after which the two quickly escaped.

(Incredible Hulk II#442) - Jailbait, Hotshot, and other inhabitants of Freehold transported Omnibus to just south of the Arctic circle. There, they stripped Omnibus of his clothes and sent him into the frozen wastes to die of exposure. Jailbait fought back tears as she contemplated the severity of Omnibus' punishment.

(Incredible Hulk II#464 (fb) - BTS) - Jailbait participated in the defense of Freehold when the alien Troyjans and their leader, Armageddon, invaded. Their resistance was soon overcome, and the Troyjans occupied Freehold.

(Incredible Hulk II#464) - Jailbait and Hotshot explained to General Thaddeus Ross how the Troyjans came to occupy Freehold, and they expressed their hopelessness at the situation.jailbait-riot_squad-dead

(Immortal Hulk I#3 (fb) - BTS) - At some point, Jailbait and Hotshot left Freehold. For a time, they stayed at a Mega 7 motel on the edge of a small town in South Dakota.

(Immortal Hulk I#3 (fb) - BTS) - The demonic One Below All possessed Jailbait, causing her to lose control over her abilities. Hotshot restrained Jailbait, tying her to a chair in the motel and then leaving to seek help. 

    Believing Jailbait had been possessed by a demon, Hotshot entered a church in a small town in South Dakota, seeking a priest's assistance to perform an exorcism. Hotshot held several civilians hostage inside the church as he sought the priest's assistance. Before long, the Hulk arrived, broke Hotshot's hands, and knocked him unconscious. Hotshot was arrested and taken to a holding facility for metahumans. 

(Immortal Hulk I#3 (fb)) - Investigating the motel he police found Jailbait dead, still tied to the chair, but with her head facing backwards, and they suspected Hotshot of murdering her. 

After hearing the news, Hotshot hanged himself in prison.
