Powers/Abilities: Following Terrigenesis, the Inhuman who would become the Jailer developed some degree of telepathic skills.
He can draw upon the psychic pain of others to increase his power.
At some point, after descending into insanity, he began to divide up his body up into different tanks as they expanded in power, and he existed as a telepathic consciousness. He projected an image of himself as a hooded giant.
He possessed an immense prison ship, and he apparently designed machines to torture, kill, and resurrect others. The prison ship had moving walls and platforms, which extended for many miles, and it kept the prisoners disoriented. He kept a combustion engine in the heart of the ship that fed on the pain and anguish of his prisoners.
After his machines and divided body parts were destroyed, the Jailer's mind took refuge in Blinky's form, which he eventually took over before being dissipated.

History:
(Black Bolt#5 (fb)) - Centuries ago, an Inhuman man was arrested for
terrible crimes. The Inhumans, considering themselves too civilized to
kill the prisoner, sentenced him to a jail, where red-masked guards
would watch over him until he eventually died.
(Black Bolt#5 (fb) - BTS) - The prisoner, in time, escaped, and took over the prison. He began feeding off the psychic energies of the prisoners there, by torturing and resurrecting them repeatedly. Calling himself the Jailer, he consistently brought new prisoners in to torture. Growing mad, he eventually separated his body into tanks to keep himself alive, and he grew in power over the centuries.
(Black Bolt#3 (fb) - BTS) - The Jailer held a spaceship/prison with moving walls and platforms, which extended for many miles, and it kept the prisoners disoriented. He kept a combustion engine in the heart of the ship that fed on the pain and anguish of his prisoners. He kept his true form, that of a telepathic giant divided into containment units, secret, while projecting the image of a hooded giant to the prisoners.
(Black Bolt#2 (fb) - BTS) - The Jailer received several new inmates, including Molyb the Metal Master, Raava the Un-Skrulled, Creel the Absorbing Man, and Blinky. He enjoyed torturing each of them.
The Jailer formed a special arrangement with Spyder, another prisoner, who agreed to work for the Jailer in return for some privileges.
Creel came to understand that the Jailer meant to inflict suffering on the prisoners by any means necessary.
(Black Bolt#1) - Black Bolt woke up on the Jailer's ship screaming for his life as the Jailer demanded "Name Your Crimes! Repent Your Crimes!" over and over again while torturing him repeatedly. Eventually, Black Bolt escaped his bonds and wandered through the Jailer's ship for what felt like days, eventually seeing Blnky being tortured. Black Bolt tried to free Blinky, but she was already dead. He then met Creel the Absorbing Man, Raava, and Molyb, and Creel challenged Black Bolt to a fight. After a brief sparring session, Black Bolt beat Creel, then went on to face the Jailer. Black Bolt ripped off his muzzle, believing his powerful voice would defeat his foe, but found he couldn't speak, and the Jailer easily killed him. Resurrected, Black Bolt woke back up in his cell later.
(Black Bolt#2 (fb) - BTS) - The Jailer spent weeks torturing, killing, and resurrecting Black Bolt before moving on to another prisoner.
(Black Bolt#2 - BTS) - Using the Jailer's influence, Spyder taunted the prisoners, forcing Raava and Black Bolt to battle in an arena before an eager audience.
(Black Bolt#3 - BTS) - Death's Head delivered the prisoner Monsteroso to the jail.
(Black Bolt#3) - The Jailer screamed in anger when he sensed escaped prisoners (Black Bolt, Blinky, Molyb, Raava, Absorbing Man) growing close to his combustion engine. The Jailer approached, and Black Bolt was able to repel him with a series of blows. They stepped into the next room, where they found several giant body parts in containment units. Black Bolt screamed as he launched himself at the giant telepathic head, overcome by the psychic energy.
(Black Bolt#4 (fb) - BTS) - The Jailer defeated the prisoners with his psychic powers.
(Black Bolt#4) - Black Bolt and Creel woke up chained in a room that was slowly being drained of oxygen, while a voice demanded their silence as they made penance. Lockjaw soon arrived and teleported Black Bolt out.
(Black Bolt#5 - BTS) - Black Bolt built up his powers and returned to the prison, where he freed Absorbing Man, Blinky, Molyb, and Raava, and defeated Spyder, before learning the truth about the Jailer's origins. The Jailer then assaulted them with psychic images.
(Black Bolt#6) - The Jailer assaulted the prisoners with images of their dead loved ones, but they quickly saw through the images, but Raava had to stab Molyb to stop him from being overcome. Jailer, in his true form, stood ready to fight against the prisoners as they entered his chamber, and they found his psychic shielding impenetrable, even to Black Bolt's voice. Absorbing Man replicated the sonics of Black Bolt's voice, then allowed the Jailer to feed on him; bypassing the shields, Creel detonated, decimating the Jailer.
(Black Bolt#10 (fb) - BTS) - Jailer survived by placing his psychic essence in Blinky's form.
(Black Bolt#10) - In Orollan, the Jailer took over the form of Blinky, who grew to giant-size, shouting about penance. Nearby, Black Bolt and Titania battled the Tribe.
(Black Bolt#11) - The Jailer, in Blinky's form, seemingly killed Jack Chains before defeating Lash, and then Titania attacked, but Black Bolt rushed her to safety and returned to battle the Jailer himself. The Jailer began absorbing Black Bolt's power even as his astral form struggled to contain Blinky and Ahura's astral forms from attacking.
The astral Jailer took on the face of Agon and chased down the others, but Black Bolt seized his power and fought back against the Jailer. The Absorbing Man returned to life and attacked with Titania and Lockjaw, and the Jailer was soon overwhelmed. Jailer's form soon evaporated, briefly reverting to his original form before he faded away completely.
