Powers/Abilities: General Kato is a shrewd and
cunning military leader who commands much respect. Manipulative and
greedy for power, he can quickly mobilize secret black ops personnel.
He has been trained in the Japanese military. He was not fond of gauche
Americans.

History:
(Hit-Monkey II#1 (fb) - BTS) - Power-hungry Japanese
General Kato sought to initiate a political coup and overthrow the
Japanese government by having the prime minister killed. Kato chose a
similarly ambitious politician, Councilor Hideki Hiyashi, promising to
back him as substitute leader, to organize an assassin for this task,
but the Japanese prime minister learned of the plot.
(Hit-Monkey II#1 (fb)) - Unaware of Kato's direct
involvement, the prime minister selected Kato to investigate. Fearing
disgrace if he was seen to fail by letting the assassination proceed,
Kato instead blackmailed Hideki to stop the assassin. Hideki sent
soldiers to kill the super assassin; while they succeeded, the
assassin's ghost guided a vengeful killer macaque monkey to eliminate
the soldiers.
(Hit-Monkey II#1 (fb) - BTS) - Thinking the assassin
still alive, Kato considered Hideki a liability and hired the assassin
Bullseye to take care of matters.
(Hit-Monkey II#1) - Kato went to the hospital bed of
Hideki, who had been violently sent there by the assassin-guided
monkey. Watching, Kato had Bullseye murder Hideki.
(Hit-Monkey II#2) - Preparing for his daughter's
local wedding to a Texan, Kato was outraged that Bullseye was calm when
the super-assassin was expected. Kato found the Texans' behavior
distasteful but with Bullseye as his close bodyguard, continued with
the marriage ceremony. Meanwhile, the assassin's ghost directed the
killer monkey's vengeance all on Kato and the macaque infiltrated the
ceremony, his novelty causing shock and awe. In the chaos, Kato was
moved quickly into the safe room, which was heavily decorated with
weaponry and armor from across centuries. But the vengeful macaque had
infiltrated the now-locked room via the air duct and, taking a
ceremonial sword, beheaded the general. Outside, Bullseye ordered
Kato's guards open the safe room. Seeing their failure, Bullseye killed
the guards and went after the macaque (who would soon come to be known
as Hit-Monkey).

The devious General Kato chose the power-hungry Councilor Hideki
Hiyashi to hire an assassin to kill the prime minister of Japan
and initiate a political coup. Hideki would be puppet leader in
the event of a successful takeover, but the prime minister learned of
the plot and, not knowing Kato's involvement, engaged the general to
find the one responsible. So Kato sought to exploit Hideki and had him
tie up the only loose end: kill the assassin. Hideki, fearing for his life,
secretly intended to hire the assassin to kill Kato, but the assassin,
actually now dead and a ghost guiding a vengeful killer macaque monkey,
targeted him instead and put Hideki in hospital in critical condition.
Kato, viewing Hideki a liability, had Bullseye kill him in his hospital
bed.
