History:
(Wolverine II#141 (fb) - BTS) - Khyber is a man of mysterious origins,
who appears to have a cyborg body equipped with sharp claws, as well as
an army of sub-human soldiers and access to vast technology. Under
unknown circumstances, Khyber stored technology inside a safe house
belonging to Cable in the Swiss Alps.
(Wolverine II#141) - Riding a sky-sled of some kind, Khyber showed up with his soldiers, finding Donald Pierce had appropriated his technology to create a golden battle suit. Khyber found Pierce battling Wolverine and Jubilee outside Cable's safe-house. Ordering his men to destroy the safe-house, Khyber launched himself at Pierce and ripped off his cyborg arm. Wolverine stole Khyber's personal craft, fought back the army, and saved Jubilee before the safe-house collapsed. Khyber departed peacefully, promising to return and confront Wolverine one day.
SECRET WARS III HAPPENED
(Weapon X-Men II#1 (fb) - BTS) - Khyber stole an Adamantium cache, but in return Baron Strucker stole it from Khyber's subterranean lair inside Mount Benacantil in Alicante, Spain.
(Weapon X-Men II#1) - An ex-S.H.I.E.L.D. contact of Wolverine (James Howlett) tipped him off about the Adamantium and found Khyber's corpse inside the lair after fighting his way through a few of Khyber's robot sentries.

Very little is revealed about Khyber. He shows up near the end of the issue with very little explanation. He could be an alien, a cyborg, a technology user, a mutant, a mutate, a time traveler or anything else. There is a lot left to explore here.
Wolverine knew about Khyber, but I am not sure if he ever even met him. It was the Skrull that encountered him the last time around. Maybe an adventure we didn't know about?
