Powers/Abilities: The Liverer at least considers himself to be insatiable.
Galactus-esque in stature and having a zipper on his belly that contains some sort of warp that can threaten the entire Multiverse, he's probably pretty powerful.
That being said, all he's been shown to do is blast (incinerate or slay) an obese Frenchman, pick up and immobilize with a single hand a humanoid duck about 3% of his size, presumably travel between dimensions/realities, and control cosmic (at-least) looking equipment (such as the Celestial Corn-Feeder).
Apparently if his belly-zipper is open, exposing the warp that threatens the Multiverse, the only way he can eliminate the threat is to eat pate blended from the livers of millions of possible permutations of the same mallard.
However, others can apparently
pull the unzippered zipper back down, at least with the Zipper
Unripper, and the Liverer is powerless to stop it. Messing with his
zipper apparently paralyzes him. Make your own jokes there...
Height: Unrevealed (based on his size comparison to Howard, I would estimate at least 100' tall, if not much taller)
Weight: Unrevealed (he almost certainly doesn't have human
composition...but if his density/weight/mass worked out, he looks like
he'd be about 230 lbs. at 6' tall; that would put him at 1,065,240 lbs.
(or 5,326 tons) at 100' tall
Eyes: Unrevealed (he wears pink-red lenses ("shades"); his
rectangular looking glowing eye structure appear to be pink, but that
may be the lenses)
Hair: Unrevealed (there is some glowing, blue-ish,
spikey-hair-like material sticking out of the top of his helmet, almost
like he was wearing an energy-gag-toupee' deal)
History:
(S.H.I.E.L.D.III#10 (fb) - BTS) - The Liverer discovered or otherwise came to believe that his role in the universe was to savor a cosmic pate blended from the livers of millions of possible permutations of the same mallard.
(S.H.I.E.L.D.III#10 (fb) - BTS) - Alphonse de Manger Beacoup Ducanard of Earth-15110 -- who at least believed that he was born to create a perfect pate from the blended livers of one single duck who exists in many forms across diverse realities -- considered the Liverer to be his one rival in all the dimensions. The Liverer knew of Ducanard (by his full name), but did not consider him a rival; the Liverer looked down on Ducanard as a mortal with limited appetites.
(S.H.I.E.L.D.III#10 (fb) - BTS) - The Multiversal "Spider-Verse" conflict involving numerous alternate reality Spider-beings fighting the spider-totem-eating Inheritors led to progressive spatial anomalies that apparently threatened the entire Multiverse.
In some fashion, a big zipper on the Liverer opened up, exposing some sort of warp deal that apparently threatened the Multiverse thusly.
The Liverer at least believed that
only when his appetite had been sated (by consuming the pate mentioned
about) could he reknit the fabric of reality.
(S.H.I.E.L.D.III#10 (fb) - BTS) - The Legion of Howards gathered to
oppose the multiversal threat.
(S.H.I.E.L.D.III#10 - BTS) - On
Earth-616 Warrick and fellow agent Leo Fitz summoned (616-dwelling)
Howard the Duck and informed him of his role, after which Warrick
magically transported Howard to an alternate Earth (or perhaps a
location where realities were crossing-over) to utilize the Zipper
Unripper...and then he accidentally transported Fitz there as well.
For the rest of the profile, I'm going with the
616-based Howard for conciseness/clarity/because I feel like it).
(S.H.I.E.L.D.III#10) - When
Fitz warned the others of the rival mentioned by Ducanard, the Liverer
arrived and blasted (and presumably slew) Ducanard, noting him to have
been a crass egoist who fabricated such a rivalry. Seeing the open
zipper and the warp in the Liverer's belly, Howard realized that this
is what they had been hunting for. Taking out the Zipper Unripper,
Howard prepared to challenge the Liverer, who instead grabbed Howard in
his hand (causing Howard to drop the Unripper), noting that he was
nothing like the Ducanard, to whom he was far superior.
After the Liverer noted his role in the universe, Howard argued that that was exactly what Ducanard had said. The Liverer angrily called Howard a liar, noting that Ducanard had said he was "born" to that goal as opposed to it being his role; "There is a big difference!"
Howard replied that he couldn't see the difference, the Liverer silenced him, explaining that only once he had been sated could he reknit the fabric of reality. Hooking Howard up to his Celestial Corn-Feeder, the Liverer then instructed Howard that if he really wished to save the universe, he should cease his struggling and submit to the feeding: Once his liver was engorged and ripe, Howard would be the final ingredient in this cosmogonal dish.
While Howard passively considered
not fighting any further and letting this happen to save the universe,
Fitz carried the Zipper-Unripper holding Sister Howard the Duck up the
fire escapes of a nearby apartment and leapt so that Sister Howard was
able to catch the Liverer's zipper with the Unripper and begin to pull
it closed.
Apparently paralyzed by this, the Liverer could only shout, "No!" as he dropped 616-based Howard. The other Howards all joined onto the chain and continued to pull the zipper closed as the Liverer impotently glowed.
As the others Howards were sent
back to their realms, 616-based Howard and Fitz pulled the zipper fully
shut and were returned to Earth-616, where Warrick told them the
multiversal threat had been resolved a second before their reappearance.

As he clearly is intended to be a parody of Galactus, Gallan seems like the perfect choice for his real name (Galan being Galactus' real name, and gall, of course referring to the gall bladder, where bile made by the liver is stored). Other choices might include Bilious or Hepaticus...
As the Liverer noted Howard's
liver to be the final ingredient needed in his pate, it would seem
likely that he had slain numerous counterparts of Howard the Duck and
gathered their livers. Maybe that's why Howard the Duck-Thing of Earth-11880 and Bulky-Duck of Earth-18801 weren't shown in the Legion of Howards.
Or maybe Ducanard ate their livers.
Or maybe something weird and unusual that you've never heard of happened to them.
Or maybe not...
