First Appearance: Rocket Raccoon II#2 (October, 2014)
Powers/Abilities: "Loborbhex" did not demonstrate any superhuman abilities beyond his obvious four arms, one pair originating from standard shoulder height, and the lower pair originating from his lower thorax, closer to the bottom of the rib cage (see comments). He has three fingers and a thumb on each hand.
His right eye is prosthetic. It is unrevealed whether it was just a solid prosthesis, like a glass or plastic orb to replace a missing eye, or whether it was a bionic eye, which granted him visions and perhaps enhancements beyond the norm.
He was otherwise grossly humanoid.
Height: Unrevealed (he only looked about a foot taller than Rocket, so perhaps 5')
Weight: Unrevealed (despite his two extra arms, he was really skinny, so perhaps 100-120 lbs.)
Eyes: (Left, organic) orange-red both in the sclera and the iris, with a small, black pupil; (right, prosthetic) solid orange-red

Raccoon II#2 (fb) - BTS) - Presumably an extraterrestrial, his race was
undefined, and it is unrevealed if his appearance was typical for his race, or whether he was some sort of mutant, mutate, etc.
(Rocket Raccoon II#2 (fb) - BTS) - Under unrevealed circumstances, "Loborbhex" presumably lost his right eye and received a prosthetic and possibly bionic ocular implant.
(Rocket Raccoon II#2 (fb) - BTS) - Under unrevealed circumstances, "Loborbhex" was accused of crimes and imprisoned on Devin-9, and he was placed in a cell that he shared with Xemnu the Titan, Korgo, and and unidentified big blue guy.
(Guardians of the Galaxy: Infinite Comic#2 - BTS / Rocket Raccoon II#3 (fb) - BTS) - Rocket arranged a convoluted plot to bring him into contact with Funtzel (the employer of Wheezey, whose death Rocket had witnessed) in hopes of learning the identity of the apparent procyonine (raccoon-like) being impersonating him and framing him for various murders (secretly Blackjack O'Hare).
(Rocket Raccoon II#2 (fb) - BTS) - After Rocket was added to the cell, "Loborbhex" watched as the big blue guy tried to pet Rocket and was pummeled into unconsciousness or possibly slain and his his face shoved into the toilet. The big blue remained unconscious for at least two hours...or just stayed dead.
(Rocket Raccoon II#2) - When Rocket asked the other somewhat intimidated cellmates if anyone else wanted to try to pet him, they all confirmed that they did not..."Loborbhex" noted, "I'll pass."
Examining the cell, Rocket discussed his feelings about potentially finding another like himself, and "Loborbhex" commented that everybody needed family. When Korgo made a comment that if Rocket met a girl of his race who did not love him, Rocket could use the girl's skull for a cereal bowl, "Loborbhex" and the other conscious cellmates stood aghast.
As Rocket dug a hole in the ground, "Loborbhex" questioned the digging, and Rocket noted that this was how they were going to get out of their cell. "Loborbhex" queried if it was to be a tunnel, but Rocket subsequently threw up a splinter of his Flora Colossus ally Groot, which he had previously swallowed. Rocket then put the splinter the hole, after which Xemnu poured toilet water into the hole. Two hours later, Groot grew to full size and shattered the cell as well as incapacitating the security drone, and then Rocket claimed one of the drone's limbs and fashioned it into a blaster weapon.
Via numerous tunnels, Rocket and Groot made it to the surface, while Rocket's former cellmates escaped through other tunnels.
(Rocket Raccoon II#11 (fb) - BTS) - Under unrevealed circumstances, "Loborbhex" was incarcerated on another prison planet, Devin-12, and he was placed in a cell with Korgo and Xemnu.
(Rocket Raccoon II#11) - When Rocket was arrested, incarcerated on Devin-12.
(Rocket Raccoon II#11) - Rocket was brought to the cell containing his former cellmates from Devin-9, and "Loborbhex" silently sat in the upper bunk as Rocket revealed that he had another "Grootpick" with him and prepared to break them out.

The guy is distinct-enough looking that I figured he was someone we've
already seen, but I can't figure out who that would be. If you know,
let me know. I feel like, if you're going to make a character unique,
give 'em a name...dagnabbit!
It gets really tedious calling
this guy "this guy" over and over again. For the purposes of this
profile, I'll suggesting/using the name "Loborbhex": His hair and
mustache remind me of Wolf (aka el Lobo) from Team
America/Thunderriders, and he's got the distinctive red orb, and six
limbs (hence hex). Good enough, until a real name comes along.
It would seem likely that he has a second set of scapula/shoulder blades that articulate largely with musculature on his back and the perhaps some rib-articulation approximating the union of the scapulae and clavicles/collarbones).
There is not evidence that one needs to undergo a trial in order to be imprisoned on Devin-9. Little detail about its nature was revealed, as it was kind of just a plot device to connect Rocket with Macho Gomez.
Given the differences in names and appearances, despite the same inmates being seen, I'm pretty sure Devin-12 is a different prison planet than Devin-9.
I would guess that Devin-9 is an homage to assistant editor Devin Lewis.
