Powers/Abilities: Mother White has no superhuman powers, but she is a large and strong woman, surprisingly swift for her size, experienced with automatic weapons, including an M60 machine gun.
She paid off and was served by a number of corrupt local policemen, and she had a group of loyal agents.
Mother White was cannibalistic, devouring human flesh as part of her ancient religion; children were frequent victims, but adults sometimes served as this "sacrament." She has, at least, her upper canine teeth sharpened into fangs. There is no evidence that she is a vampire or any other supernatural creature.

History:

Knight II#6 (fb) - BTS) - By her own account, Mother White was the
keeper of "the old faith" and protector of its ancient rites. As
society had long ago banned their dark practice (notably ritually
consuming human flesh), her people were forced underground, becoming
thieves and stealing ghetto children so they could take part in the
"sacrament" (consuming human flesh).
Mother White and her "sons" (a quartet of young men who participated in the sacrament) paid a high price to local officials to insure their practice went undisturbed. In order to afford this high cost of privacy, they dealt in narcotics (notably heroin), eventually coming to control all drug traffic on their island.
(Moon Knight II#6 (fb) - BTS) - Lynora Goode, a special agent for the US customs service, succumbed to the local corruption and became a heroin addict supplied by Mother White.
(Moon Knight II#6 (fb) - BTS) - Mother White's agents captured a young boy, the son of an impoverished couple, to serve as their sacrament. He was kept locked in the basement below Mother White's pancake house.
(Moon Knight II#6 (fb) - BTS) - The Priests of Khonshu then advising the vigilante Moon Knight sent him to the island both to stop Mother White and perhaps save Lynora Goode.
(Moon Knight II#6) - Three days after the youth's capture, Mother White met with her "sons," Donny, Jomo, Tilfred, and one unidentified, at her pancake house. While they were eager to partake of the sacrament, Mother White first took care of business, and each man noted how they were able to easily move the "skag" (heroin) quickly and without problem. As she distributed the next batch of heroin, Mother White noted that they were in control of all drug traffic on the island and that they must stay number one.
As she opened the door so they could partake of the sacrament, however, Moon Knight leapt through their window and quickly dropped Donny and Tilfred, at which their would-be sacrament ran out through the basement door, begging for help. Furious to have the sacrament ruined, Mother White pulled out her M60 and fired on him, but Moon Knight dodged, scooped up the youth, and rushed out the open door that Lynora had just opened while entering the building. Mother White warned Moon Knight to run while he could, as the island was only so big and she was going to find him and watch him die.
Lynora asked who Moon Knight was, but Mother White told her not to concern herself. When Lynora confirmed that she had sent her report with the "appropriate information," Mother White gave Lynora her dose of heroin and bade her farewell.
Police visited Mother White at her pancake house and took her statement on the "attack" by Moon Knight, promising her that would find him and nail him for her. Mother thanked them but then assured at least one of her "sons" that, for disrupting her business and ruining the sacrament, she would handle Moon Knight personally.

(Moon Knight II#6 - BTS / Moon Knight II#6 (fb) - BTS) - Wishing to learn the true nature of Mother White's evil and feeling secure due to his enhanced strength being at its peak during the full moon, Moon Knight walked into the trap, pretended to be knocked out, and was brought down to and chained up in the pancake house's sub-basement where he was intended to serve as a replacement sacrament.
(Moon Knight II#6) - Mother White noted her knowledge of Moon Knight and asked him why he had disrupted her business and spoiled their sacrament. When he mocked her instead, she told him of her history and nature, and she informed him that he would serve as replacement for the child he had freed. When Lynora arrived and held Mother White at gunpoint and demanded Moon Knight's release, Moon Knight complimented her on her fortitude before revealing that he didn't need to be rescued. As he shattered his chains, however, Mother White used the distraction to grab Lynora's gun and use her as a hostage to demand Moon Knight's immediate departure.
Instead, Moon Knight hurled crescent darts that knocked over the braziers, plunging the chamber into darkness. Moon Knight swiftly dropped Jomo and Donny, who thus failed to answer Mother White's calls, and as Tilfred fled up the stairs seeking reinforcements, Moon Knight dropped him as well (presumbly in the pancake house restaurant itself).
(Moon Knight II#6 (fb) - BTS) - Meanwhile, Mother White grabbed her big gun and began to ascend the stairs, while Moon Knight apparently cut a hole in the floor of the pancake house.
(Moon Knight II#6) - Mother White was surprised to see Moon Knight already up there, and as she fired on and charged him, he shoved her into the hole.
(Moon Knight II#6 - BTS) - Hitting the ground below, Mother White quickly recovered and fired her machine gun back up through the hole. Lynora advised Moon Knight that there were gas mains down in the lower level feeding the restaurant's oven, and that if she kept firing away...
As Moon Knight and Lynora fled, the entire pancake housewas destroyed in an explosion, apparently killing those within it and its lower levels.
(Moon Knight II#6 - BTS) - However, having escaped the explosion (presumably having departed the building prior to the explosion), Tilfred ambushed and slew Lynora in her apartment.

I had assumed Mother White's activity to be based on Haiti, but in re-reading the comic, I don't see the island identified by name. Perhaps it is a smaller island. It's also described thusly, "...hunger, pain, and the killing poverty that infests the vacation paradise and scars the island's beauty..."
It was hard for me to not write "Mother Night" or "Mother Knight" instead of Mother White. I must have gone back and made six corrections of this accidental misnaming.

Mother White's pancake house restaurant served as the base from which she distributed heroin to her "son" to sell to the population. It also contained a sub-basement in which she and her "sons" ritually devoured their sacrament (human flesh).
