History:
(Marauders I#4 - BTS) - The man only known as Paragon was a Brazilian superhuman government operative.
(Marauders I#4 (fb) - BTS) - When Charles Xavier and Magneto established the sovereign mutant island nation of Krakoa, Brazil was one of the nations who refused to accept Krakoan sovereignty. As such Paragon was tasked to stop any mutant from leaving the country as it was deemed treason, punishable by death.
(Marauders I#4) - Learning a group of mutant children tried to flee the country by sea while the Marauders of the Hellfire Trading Company were near to smuggle mutants out of unfriendly nations, Paragon made his way to the beach. Just as the young Fish and his friends tried to flee the beach, Paragon stopped them, threatening to kill them. Just then Storm arrived, offered the children amnesty and summoned a powerful bolt of lightning to stop Paragon. After being hit by the bolt he scolded Storm if it was the best she could do, Storm noted it was simply the leader of the real bolt which then hit, taking care of Paragon.

A Paragon is a model of excellence or perfection. Which tells us he's presumably some kind of Brazilian super soldier.
