Powers/Abilities: Walter Reppion is a normal human without any superhuman abilities. Reppion, however is an intelligent man and has experience in the intelligence service where he was trained to withstand telepathy but not sufficiently enough to withstand Sophie Cuckoo.

(House of X#1 - BTS) - Walter Reppion was an agent of S.T.R.I.K.E. a British intelligence service.
(House of X#1 (fb) - BTS) - When Charles Xavier and Magneto established the sovereign mutant island nation of Krakoa, Xavier delivered a telepathic message to the world, offering lifechanging drugs in exchange for recognition of their nation. The British intelligence service S.T.R.I.K.E. decided to send Walter Reppion to act as ambassador while in reality assigned to watch the American “ambassador” who was ex-S.H.I.E.L.D. and S.W.O.R.D. black-ops agent. Part of an ambassador entourage Reppion was invited to Krakoa's Jerusalem Habitat.
(House of X#1) - Reppion arrived at the Jerusalem Habitat along with five other ambassadors; the French Jean Pierre Kol, American Reilly Marshall, Chinese Ma Mingyu, Russian Natalia Vollock and an unidentified Israeli ambassador. Most, however, weren't real ambassadors but send to spy and determine the validity of Krakoa for their respective governments. When the group met, Reppion shared how surprised he was of Krakoa's emergences mentioning the saying "May you live in interesting times" prompting the Russian ambassador, Vollock to note she'd settle for predictability and a good night's sleep. The group was then welcomed by Sophie and Esmee Cuckoo and Krakoa's founder, Magneto who took the ambassadors on a tour through Krakoa's biomes with the exclusion of Krakoa itself as no human was welcome on the island.
Reppion and the others were unaware the telepathic Sophie Cuckoo had breached their telepathic shields and learned of the ambassadors true goals. And at the end of the tour Magneto and Sophie revealed those secrets. After an altercation with Reilly Marshall, Magneto explained they were the new gods now. Reppion and the others then presumably returned home to inform their governments of what had transpired.
(House of X#5 - BTS) - The United Kingdom accepted a trade deal with Krakoa.
(Marauders I#21) - Reppion was one of the many guests who attended Krakoa's first Hellfire Gala where at the end of the gala mutantkind revealed to have terraformed Mars using only mutant powers and rechristening it Planet Arakko. Shaken like most, Reppion set out to leave Krakoa when his security team informed him the US President wished to discuss the situation. Reppion noted he would speak to the President once he'd reached a silent chamber as there were too many nosy telepaths on the mutant island.

It seems likely Walter Reppion has some connection to Vicky Reppion, who was also an agent of S.T.R.I.K.E.. Vicki has since been resurrected in the pages of Excalibur IV#22 (July, 2021), so perhaps this will come into play at some point.
