History:
(X.S.E.#1 (fb) - BTS) - As a young girl Shirley was tested X-gene
positive and enrolled at Xavier Security Enforcers Academy as a cadet.
In Shirley's class there was just one student whose mutant abilities
had already manifested, Lucas Bishop.
(X.S.E.#1 (fb)) - Shirley and the other cadets were welcomed by commanding officer Hecate who told the young recruits all about the Summers Rebellion and the formation of the Xavier Security Enforcers.
(X.S.E.#1 (fb)) - A year into the academy, senior X.S.E. officers Sureshot and Trace took Shirley and the other students on a training patrol when she complimented Bishop on his tattoo, taking quite a liking to the boy. However just then the group was ambushed by a group of Emplates, mutant energy-vampires, who easily killed both Sureshot and Trace, leaving the cadets to fend for themselves.
(X.S.E.#2 (fb)) - Shirley and the other cadets formed a circle to fend of the Emplates just as the energy-vampires grabbed Bishop's young sister Shard. Shirley and the other cadets witnessed Shard manifesting her mutant abilities and throwing off the Emplates, after which Bishop was able to retrieve Sureshot and Trace's energy weapons. Bishop gave Shirley one, and the duo then protected the team long enough for the X.S.E. reinforcements to arrive.
(X.S.E.#2 (fb)) - A month later, a special ceremony was held to honor those fallen during which Shirley, Shard and Bishop were commended for their actions. Commanding officer Hecate gave primary credit to Bishop for rescuing his classmates and promoted the boy to fulltime officer in the X.S.E., the youngest ever.
(X.S.E.#4 (fb) - BTS) - Shirley's commendation brought her to the attention of Stark/Fujikawa who sought to recruit her at a high salary, she accepted.
(X.S.E.#4 (fb) - BTS) - After an unrevealed amount of time, Shirley became head of security. Now wearing a personalized costume, Shirley used the name Shackle as she worked for the transtemporal Witness.
(X.S.E.#4 (fb)) - Years later, Shackle once again crossed paths with Bishop when he was recruited by the Witness to work at Stark/Fujikawa for a year in exchange for making a holographic replica of his sister Shard who'd tragically lost her life after becoming a Emplate. Shackle was introduced to Bishop by Witness's spokesman Lycadeon; their reunion, however, wasn't a pleasant one as Bishop was disappointed she choose money over the X.S.E. beliefs. Shackle reminded Bishop she was his superior.
(X.S.E.#4 (fb)) - Some time passed while Bishop went on several missions for the Witness, prompting the mutant to wonder if the Witness was either good or evil. Feeling frustrated, Bishop punched a door in the locker room after which Shackle appeared. Shackle assures Bishop that the Witness was both good and evil, representing the best and worst in mutantkind after which she left.
(Uncanny X-Men I#287 (fb)) - Shackle was seen guarding the entrance to the Witness' solitary when Bishop (back in the X.S.E. again) sought an audience. Bishop had accidentally discovered the X-Men's long lost War Room and witnessed footage of Jean Grey being assassinated by a traitor, supposedly the last man to see the X-Men alive; Bishop reasoned that the Witness could potentially have answers. Shackle allowed Bishop to enter, placing a power-dampening bracelet on her former friend while he asked why she continued to serve the man. Shackle replied she did as he was a constant reminder of all the best and the worst that dwelled within mutantkind. However, when Bishop overstayed his welcome, Shackle placed her blade on his neck noting it would be best if he left. Bishop complied.

Bishop erroneous called her Sherry during their fist meeting, her real name was later called by X.S.E. commanding officer Hecate and confirmed by the Official Index of the Marvel Universe: The Uncanny X-Men.
The "X-traitor" was long-rumored to be Gambit, he and Bishop often fighting over the point. However, Professor X was later revealed as the traitor in Onslaught: X'Men '96, when he became Onslaught after mind-wiping Magneto.
