Powers/Abilities: Voltan Kaparthy possessed normal human strength for a man his size. He appeared to have some form of resistance to electrical energy as he ended up unscathed after being empowered by lightening that struck him and his barbell.
While in contact with his lightning empowered barbell, he had an undefined level of superhuman strength and durability and could fire powerful bolts of lightening strong enough to smash man-sized holes through heavy concrete cinderblock walls.
He was a skilled boxer and enjoyed fighting dirty showing no mercy even to downed opponents. He was quick to anger and appeared to lack any real skills or even a proper education.

(Amazing Spider-Man Newspaper Strip - January-March, 2001 - BTS) - Voltan Kaparthy was once a professional boxer who was banned for life due to his aggressive and bullying tactics towards downed opponents who he often delighted in brutalizing.
(Amazing Spider-Man Newspaper Strip - January-March, 2001) - No longer gainfully employed and low on funds, he began mugging people in Peter Parker's neighborhood but was caught by Spider-Man and sent to jail. Trying to get an attorney, he met with Matt Murdock (Daredevil), who, on interviewing him refused to take him on as a client when Voltan was caught lying after claiming he did not rob anyone. Angered by the lawyer's refusal to represent him, he lunged at Matt Murdock, but the nearby prison guards quickly stepped in to stop it from becoming violent.
(Amazing Spider-Man Newspaper Strip - January-March, 2001) - The next day while exercising and lifting weights out in the prison yard, a thunderstorm happened to occur, and his barbell was struck by lightning. Voltan miraculously was unharmed by the powerful lightning bolt and quickly learned the barbell was mysteriously imbued with energy that granted him superhuman strength and the ability to release bolts of electricity while in contact with each other. Using his newfound power, he escaped jail and stole a car from a nearby auto dealership.
(Amazing Spider-Man Newspaper Strip - January-March, 2001) - The next day Voltan robbed a bank and escaped the police and Spider-Man who was unable to web him up as he simply broke free by burning the webbing off with electricity. He then fled into the subway atop a speeding train. He next robbed an armored car hoping to get Spider-Man's attention so he could get his revenge for being jailed. Spider-Man realized his powers were somehow attached to his barbell and tricked Voltan into fighting him in a boxing ring at Storbur's Gym, where he beforehand strategically placed a powerful electromagnet under the ring that caused him to be unable to lift his barbell. Without use of the barbell, he began to lose his super strength and was quickly defeated by Spider-Man and returned to jail.

Voltan reminded me of the origin of the Wrecking Crew that were empowered by an enchanted crowbar due to Karnilla's Asgardian magic. Dirk Garthwaite having been captured by Thor and imprisoned managed to retrieve his enchanted crowbar, and during a lightning storm told fellow prisoners, Eliot Franklin, Henry Camp and Brian Calusky to grip the crowbar simultaneously. A lightning bolt then struck the crowbar transforming Garthwaite with superhuman strength along with the other three men who then banded together to become the Wrecking Crew.
