The Middle Eastern country was not defined in the story, but being run by a Dictator fits for a number of Middle Eastern countries.

Farouk El Amir

He was the despotic Dictator of Dean Haddad's home country. The country was oppressed by him for decades and everyone who spoke out against him was killed. His military was superior to the rebel troops and it was just a matter of time until the revolutionary forces were finally destroyed. When he heard rumors from his puppet government that the rebels were supported by S.H.I.E.L.D. he sent out his troops again.

General Sabin and the troops

General Sabin and his troops were loyal to the Dictator Farouk El Amir. They were sent out to find the HQ of the rebels after rumors were heard about S.H.I.E.L.D. supporting the rebels. They found the rebels and killed many of them, but didn't follow those who retreated. General Sabin searched with the troops for survivors in the HQ. One of his soldiers saw the S.H.I.E.L.D. aircraft in the sky and the General ordered to open fire on it. Fury jumped off the aircraft and it crashed into the tanks of the Dictator's troops. He told the General that this could become an international incident and that he had just confiscated the stolen equipment from the rebels. General Sabin told him that he thought that rebels got equipment again from S.H.I.E.L.D. and told Fury to improve security at S.H.I.E.L.D. to prevent another theft of weapons. The General didn't want an international incident and didn't seek an apology from S.H.I.E.L.D.. General Sabin ended the search for the rebels and left the area with his troops.

Ruman Nassar

He was the leader of the revolutionary forces. He was sure that Fury would understand their plight when he first met him and tried to appeal to his morals when he didn't. He retreated with his forces when troops of the Dictator attacked. Fury found him again and took the S.H.I.E.L.D. weapons and equipment with him. Nassar thought that Fury had condemned them to certain death with this move, but in the end Fury bought Nassar and the revolutionary forces more time to regroup and rebuild.
