History:
Nothing is known about the past of Jonas. After he committed some murders,
the F.B.I. started to hunt the serial killer with the help of American
Eagle.
(Marvel Comics Presents I#130/2) - Jonas sent a bum under his control against American Eagle and Agent Peck. The bum was defeated and Eagle knew that this wasn't the serial killer. Jonas stood on a wagon and used his power on American Eagle when the hero spotted him. He made American Eagle attack Agent Peck and ordered him to kill himself after Peck was dead. American Eagle used the war cry of his family to resist the power of Jonas and beat him from the wagon. Eagle told Peck to cover the eyes of Jonas, because he realized, that Jonas controlled people with his eyes. Jonas couldn't understand how American Eagle could resist his power. Jonas eyes were covered and his killing spree was history.

Jonas was probably brought into custody afterwards by Agent Peck, but it wasn't shown in the story.
I nearly missed the second appearance of Dale Peck to begin with. In his second appearance his hair was brown, but that was the colorists fault. He wore the same raincoat and except for the hair color he looked the same. Both stories were written by Figueroa and pencilled by Ron Wilson.
His last name was revealed in American Eagle's profile in OHotMU A-Z Update 2010#2.

Agent Dale Peck
Agent Peck got American Eagle as his partner to find a serial
killer. He was surprised that American Eagle worked with the F.B.I. after
the differences between them and Native Americans. Peck thought they had
the killer, after a crazy shouting bum was defeated by American Eagle. He
was proved wrong when Jonas appeared on a wagon and sent American Eagle against
Peck. Peck was beaten to the ground by Eagle, but in the end Jonas was defeated.
Peck covered the eyes of Jonas and told American Eagle how strange this case
was for him. He asked American Eagle how he defeated Jonas and got an inspiring
answer.
Peck was later assigned to protect a Japanese mobster who
wanted to retire in the United States. The mobster asked for Iron Fist as
additional protection and Peck got his services by promising him to help
Dakota Investigations with a life and death case. Peck tried to help Iron
Fist when he was beaten to the ground by the assassin
Ken and got
a knife right into his heart.
