Powers/Abilities: Through his training by the KGB he was a capable fighter with and without arms. He liked to strangle his victims and sometimes used knives.
History:
(Marvel Comics Presents I#135/4 (fb) ) - Georgi was a loyal KGB informer in the Soviet Union. He turned in many people over the years. Among those were Katya Kosinsky's husband, Chaim Penchansky, Alexi Bibikov's son-in-law and Zina Proshkov. After the fall on the Soviet Union he was afraid that the relatives of the people he turned in the past would come after him. He went to the United States and began to kill them.
(Marvel Comics Presents I#135/4) - Georgi strangled Katya Kosinsky like his former victims. The police and the Black Widow were after him, but they had no clue that he was the murderer. He was visited by Black Widow and Maria Komarovshky and made the Widow mad by offering her tea and a hot dog that he didn't have. Two days later she visited him again. The police arrived and Georgi tried to run away armed with a knife. He threw a baby down to the beach to distract the Black Widow. The Widow still got him and Georgi was arrested for the murders he committed.

A very unlikely candidate to get on the big screen, but he did in Marvel's The Avengers (2012) as a Russian general and arms dealer.

Maria was an old friend of the Black Widow and also Katya Kosinsky. The Widow visited her for a few days after the death of Katya Kosinsky. They talked about Katya, Russia, the KGB and the American way of super-heroes. Maria didn't like it that the Widow wanted to use other people to find the murderer because it was KGB style. On Wednesday they met Georgi Luchkov who made the Widow mad. After the arrest of Georgi on Saturday Maria found the Widow at 1:30 A.M. at the beach. Maria took the depressed Widow home.

Katya Kosinsky
Years ago her husband was arrested by the KGB and Katya was expelled from the Soviet Union as a disruptive and unsocial element. She went to the United States and settled there. She became a good friend of Maria Komarovshky, but stayed a miserable woman who never gave birds any crumbs. Georgi Luchkov strangled her on a Monday night because he was afraid that she would come after him when she learned that he had turned her husband in.

Zhenya Penkovsky
She was a former KGB agent that defected to the United States years ago. Black Widow followed her to her home and threatened Zhenya to tell the CIA that her defection was false. Zhenya gave the Widow all the information she needed to find the murderer of Katya.
