Powers: Moon Wolf has no known powers, though he believes he can control the crows of Anchorage through his Bag of Enchantment filled with birdseed. Crows do gather and attack at one point, so it's possible he does have some crow-gathering powers. He also believes he is the God of Ice and Snow. There is no evidence to support this claim, however.
History: Moon Wolf is an Native American, possibly an Eskimo, who believes he can talk to the Crow god Chulyen, and is his humble servant. To most of the people of Anchorage, though, he is just a crazy loon.
(Uncanny X-Men#356-357)- The Beast, Angel,
and Iceman came to Anchorage, Alaska to see Cyclops after he was
recuperating from the attack of the Prime Sentinels. When a crow
hit the window of the cab they were taking, the cab hits a moose.
When Iceman went outside to see if the moose is all right, he
witnessed Moon Wolf in the shadows, talking like a crow, but once
he told the other X-Men, the Beast quickly dismissed it as
Bobby's overactive imagination. Sheriff Chris Miller came over
and put the moose out of its misery. Chris then took Hank, Bobby,
and Warren over to where Cyclops and Phoenix lived, and
introduced his wife Staci and sister-in-law Melissa. The X-Men
went to dinner at a local restaurant where Bobby, for a second
time, witnessed Moon Wolf talking about the coming of Chulyen. As
the X-Men began to order food, a massive murder of crows attacked
and the X-Men helped the sheriff fight them off. Realizing the
crows were a threat, the X-Men split up; while Angel and Beast
tried to find the source of the crows, Cyclops and Phoenix
handled the crows attacking in the town, and Iceman went after
Moon Wolf. After Scott and Jean saved Chris Miller and his
deputy, Iceman managed to capture Moon Wolf. Cyclops finally
destroyed all the remaining crows with one wide optic blast.
Iceman then tried to prove Moon Wolf was controlling the birds
and showed them Moon Wolf's Bag of Enchantment, but found only
birdseed inside.
After Moon Wolf was arrested, Iceman saw smoke pour from Moon
Wolf's eyes, turn into a crow, and vanish.

Loki added the line at the end, which suggests that maybe the god Chulyen really was behind eveything.

Clarifications:
Moon Wolf should not be confused with: (From Left to Right) Staci Miller and Chris
Miller (local sheriff) were the neighbors of Scott and Jean. Melissa
Murphy was Staci's sister, and had seen Angel with his wings
out when she was walking the dog and later walked in on the X-Men
while they were in their costumes, ready to investigate the crow
situation. She then revealed that she had six toes on each foot. Moon Wolf's Bag of Enchantment was
seemingly the source of his power over the crows, but was, in
