Powers/Abilities: Ree, as an Archeopian, had large wings (independent of his arms) sprouting from his back, which enabled him to fly. His top speeds and other limits are unknown. He clearly possessed avian characteristics and adaptations, but his actual abilities are undefined.
However, he did use the Quantum Bands, which gave him vast energy manipulative powers, on the level of Quasar (Wendell Vaughn).
History: (Quasar#2)- Ree was a member of the long dead Archeopian race, but almost nothing about his past is known. It is known that he was once a Protector of the Universe, a servant of the entity Eon, equipped with the Quantum Bands. His fate is unknown.
(Quasar#26-27)- When the mad titan Thanos obtained the Infinity Gauntlet, he created four duplicates of the Quantum Bands, as well as four duplicates of previous wearers of the Bands (their bodies were formed from the corpse of Eon). One of these was a duplicate of Ree. Thanos recreated the minds and personalities from the remnants of Eon's mind. Three of these duplicates were overloaded and destroyed by Quasar, including the Ree duplicate.
Some of the former Protectors of the Universe exist with the White Room. Eon claimed that the beings there were animated by the spirits of residue left on the Quantum Bands. Only a few of those present were seen, and those seen did not include Ree. The fate of the Protectors remains ambiguous.

Ree's race lived on the first planet consumed by Galactus, several billion years ago. Only a very small number escaped the destruction of their world. It is not clear whether Ree was active before or after this event, which means that he could have been active anywhere from billions of years in the past, to relatively recent history. Despite this, Ree was not even the first to wear the bands for Eon: That would be the Stygian Starbender.
Since the Shi'ar
depicted does not have wings, which would seem to imply that
she was active within the last few centuries, since Shi'ar apparently still had
their wings as of 1200 years ago. However, IIRC the Uranians had possessed the
Quantum-Bands since much longer ago than that, so that may not quite scan.
Maybe she was a "throw-forward,"
an example of what future Shi'ar would be like. In other words, maybe she was a
Shi'ar...mutant.
Or maybe the whole
winged/not-winged thing isn't as cut and dry as it might at first seem, that's
probably the best approach.
