full-sized planet, but we don't know how close the ship was to Devin-9

Government: Run by an unidentified warden (presumably a new warden replaced the warden slain by Blackjack O'Hare)

History:
(Rocket
Raccoon II#2 (fb) - BTS) - Devin-9 was considered by some to be "the
highest level security prison planet in the known universes."
(Rocket Raccoon II#2 (fb) - BTS) - Rocket turned in Macho Gomez for "that thing on Penagos," leading Macho to be imprisoned on Devin-9. The Machomobile was placed in the Property and Transport Impound.
(Guardians of the Galaxy: Infinite Comic#2 - BTS / Rocket Raccoon II#3 (fb) - BTS) - Rocket arranged a convoluted plot to bring him into contact with Funtzel (the employer of Wheezey, whose death Rocket had witnessed) in hopes of learning the identity of the apparent procyonine (raccoonoid) being impersonating him and framing him for various murders (secretly Blackjack O'Hare).
(Rocket Raccoon II#1 - BTS) - While attending a fight in the Bonavaglia Arena on the planet Nivlent, Rocket was identified and security soon showed to arrest Rocket for crimes on multiple worlds. Rocket allowed himself to be arrested in hopes that he could discover the true culprit.
(Rocket Raccoon II#2 (fb) - BTS) - At some point, Rocket swallowed a splinter of Groot.
(Rocket Raccoon II#2 (fb) - BTS) - Still in his procyonine costume, O'Hare paid the warden of Devin-9 a great deal of money to make sure Rocket had a long and uncomfortable stay there.
(Rocket Raccoon II#2 - BTS) - Rocket requested he be sent to Devin-9, and the guard mockingly noted that those present were going to give a whole new meaning to the word "stuffed animal."
(Rocket Raccoon II#2 (fb) - BTS) - Rocket pummeled his unidentified massive cellmate unconsciousness or possibly slain, with his face shoved into the toilet. This guy remained unconscious for at least two hours...or just stayed dead.
(Rocket Raccoon II#2) - The other somewhat intimidated cellmates -- Korgo, Groot, and an unidentified four-armed man with a bionic eye -- all confirmed that they did not want to try to pet him.
Examing the cell, Rocket dug a hole in the ground, coughed up the Groot splinter, and put it in the hole, after which Xemnu poured toilet water into the hole. Two hours later, Groot grew to full size and shattered the cell as well as incapacitating the security drone, after which Rocket claimed one of the drone's limbs and fashioned it into a blaster weapon.
Via numerous tunnels, Rocket and Groot made it to the surface, while Rocket's former cellmates escaped through other tunnels.
In the Prison Yard, Block Z, they encountered Macho Gomez, eventually convincing him to join them in escaping Devin-9 and getting Rocket a meeting with Funtzel. The group then fought their way to the Impound, from which they liberated the Machomobile, with which they broke out of the building and flew off into space.
Observing this from the warden's control deck, Blackjack (still costumed as a procyonine), expressed extreme discontent via his blaster, blowing a hole through the warden's chest.
(Rocket Raccoon II#4 - BTS) - Blackjack revealed his true identity, stripping off his procyonine costume.

There is not evidence that one needs to undergo a trial in order to be imprisoned on Devin-9. Little detail about its nature was revealed, as it was kind of just a plot device to connect Rocket with Macho Gomez.
I would guess that Devin-9 is an homage to assistant editor Devin Lewis. Similarly, Penagos is almost certainly an homage to Marvel's Ryan Penagos.
In Rocket Raccoon II#11, Rocket was sent to Devin-12 and encountered a number of the same inmates and the same cellmates as on Devin-9...but the "prison planet" appearance from orbit and the name were both different.

CLARIFICATIONS:
Devin-9 should be distinguished from
Presumably an extraterrestrial (race unrevealed), he was
relatively large and solidly built, with blue skin, no obvious hair on
(at least the back of) his head, and large, thick ears. He appeared to
have three toes on each foot. (Rocket Raccoon II#2 (fb) - BTS) - Under unrevealed circumstances, the big blue guy was accused of crimes and imprisoned on Devin-9, and he was placed in a cell that he shared with Xemnu the Titan, Korgo, and "Loborbhex." (Rocket Raccoon II#2 - BTS) - When Rocket (Racccon) was sent to Devin-9 for various crimes, he was sent to this guy's cell. As Rocket arrived at this prison cell, the big glue guy noted that his "fur sure is purdy." (Rocket Raccoon II#2 (fb) - BTS) - Rocket pummeled the big blue guy into unconsciousness or possibly slew him (leaving him covered with multiple scratches and apparenty a bite mark on his gluteal region), after which Rocket shoved the guy's face shoved into the toilet. The big blue remained unconscious for at least two hours...or just stayed dead. Other than the fact that he was the warden of Devin-9 and
that he was bald with glasses, pretty much nothing else if known of
this guy. (Rocket Raccoon II#2 (fb) - BTS) - In his procyonine costume, Blackjack O'Hare paid the warden of Devin-9 a great deal of money to make sure Rocket had a long and uncomfortable stay there. (Rocket Raccoon II#2 (fb) - BTS) - Observing Rocket's escape from the warden's control deck, Blackjack (still costumed as a procyonine), rhetorically asked the warden if he had gotten what he paid for. After the warden stammered out, "N--n-no," Blackjack expressed his extreme discontent via his blaster, blowing a hole through the warden's chest.--Rocket Raccoon II#2 Note: Why not give the guy a name in the story...make it a funny name if you want, but why leave him nameless? It seems a bit odd that the warden would meet with a being of questionable intent (as was the being that Blackjack O'Hare posed as), but perhaps Blackjack had compromising information on the warden and insisted they meet that way...or something... |
Robotic drones appeared to be the main security force associated with Devin-9. The drones have an upper, presumably central processing unit, with a single glowing red optical unit and a pair of antennae-like presumptive transmitters. From a pair of "shoulder" joints at each lateral aspect of the upper unit, a cable-like "arm" extended, terminating in broad blaster-units. Centrally, a larger cable extended downward into what appeared to be either an anti-gravity or some other sort of flight and/or navigational unit. (Rocket Raccoon II#2) - On Devin-9, Rocket was marched down the hall with other inmates under the supervision of security drones. After Rocket released a splinter of Groot, it grew to full size and shattered the cell as well as incapacitating the security drone, after which Rocket claimed one of the drone's limbs and fashioned it into a blaster weapon. Via numerous tunnels, Rocket and Groot made it to the surface, fighting their way past security drones in the process. When prisoners were incarcerated in Devin-9, their
property, including vehicles, were confiscated and placed in the
Property and Transport Impound. (Rocket Raccoon II#2 (fb) - BTS) - Rocket turned in Macho Gomez for "that thing on Penagos," leading Macho to be imprisoned on Devin-9. The Machomobile was placed in the Property and Transport Impound.
